Vingroup Corporation (Vingroup Group) has submitted a proposal to the Chairman of Ho Chi Minh City People’s Committee, seeking approval to conduct a feasibility study for a sea-crossing route connecting Can Gio and Vung Tau under the Build-Transfer (BT) model.
In their proposal, Vingroup highlights that on June 11, the Prime Minister issued Decision No. 1125/QĐ-TTg approving the “Adjusted Master Plan for Ho Chi Minh City until 2040, with a vision to 2060.” This plan emphasizes the development of modern transportation infrastructure to enhance intra-regional and inter-regional connectivity as a key strategic focus.
With the anticipated integration of Ba Ria – Vung Tau into Ho Chi Minh City, the need for a direct coastal connection has become increasingly urgent. Can Gio and Vung Tau are strategically important areas for maritime economics, ports, tourism, and eco-urban development. However, their current infrastructure is limited, relying heavily on ferries and circuitous routes. Investing in a sea-crossing route will significantly reduce travel time, efficiently connect functional zones within the city, and drive economic, social, and commercial growth while promoting sustainable urban expansion.

If the sea-crossing bridge is implemented, travel time between Can Gio and Vung Tau will be reduced to just 10 minutes.
“In the spirit of partnering to realize key transportation infrastructure planning, Vingroup requests the Ho Chi Minh City People’s Committee to permit the company to conduct a feasibility study for the sea-crossing route connecting Can Gio and Ba Ria – Vung Tau (formerly) under the BT model,” the proposal states.
The document further emphasizes, “This initiative is a crucial step in establishing the legal framework to initiate the feasibility study and guide the city’s development. Vingroup is committed to long-term collaboration, contributing to enhanced regional connectivity and sustainable coastal development in Ho Chi Minh City.”
Currently, residents and tourists traveling from central Ho Chi Minh City to Vung Tau’s beaches face challenges such as traffic congestion. By establishing a direct sea-crossing route, Can Gio will become a central hub, allowing tourists from Vung Tau to easily access Can Gio for leisure activities and vice versa.
Following the commencement of the 2,870-hectare land reclamation project in Can Gio, the rapid progress has generated significant anticipation for the emergence of an internationally recognized coastal metropolis in the area.
