Accelerating Land Clearance for Binh Tien Bridge and 4 BOT Projects in Ho Chi Minh City

The Ho Chi Minh City People’s Committee has mandated that relevant units accelerate the progress of the Binh Tien Bridge and Road project, alongside four key BOT gateway projects in the city.

The Ho Chi Minh City People’s Committee Office announces the conclusions of Vice Chairman Bui Xuan Cuong at a meeting regarding the progress report of the Binh Tien Bridge and Road project, along with four BOT gateway projects in the city.

Following the report from the Department of Construction and input from participating units at the September 30 meeting, Vice Chairman Cuong urged relevant departments and localities to focus on resolving procedural and legal bottlenecks to expedite project implementation. This includes ensuring land clearance and resettlement comply with regulations, and achieving the 2025 public investment capital disbursement rate.

The People’s Committee tasked the Department of Natural Resources and Environment (DONRE) with urgently issuing guidelines on compensation procedures and resettlement support for local authorities, submitting a progress report by October 10.

Based on local needs, the Department of Construction is to review and allocate social housing and resettlement funds for projects, particularly those affecting over 1,000 households, reporting back by October 15.

Ward and commune chairpersons are to proactively collaborate with Compensation and Land Clearance Boards and related units to confirm land origins, legal status of properties, and assets. They are to develop comprehensive compensation and resettlement plans for approval by December 2025.

National Highway 1 (from Kinh Duong Vuong Street to Tay Ninh Province border) is set for expansion.

For the Binh Tien Bridge and Road project, the Department of Construction is to provide feedback on urban planning adjustments as requested by Phu Dinh Ward and Binh Hung Commune by October 10.

These two localities are to finalize planning adjustments in collaboration with relevant units by the same deadline.

The Department of Finance is to organize feasibility study approvals by October 15. Binh Tien, Phu Dinh, Binh Dong, and Binh Hung are to complete legal documentation, land pricing, and resettlement plans by December 2025.

The four BOT gateway projects—National Highway 1 expansion, National Highway 13 upgrade, National Highway 22 upgrade, and North-South axis improvement—have specific timelines for approval, compensation, and resettlement processes.

For National Highway 1, the Department of Construction is to complete architectural bidding for key intersections and submit the feasibility study by December 15.
