Affordable Housing Prices Announced in Hai Phong’s New Urban Area

The Hai Phong Department of Construction has officially announced the selling prices for affordable housing units in the Hoang Huy Green River New Urban Area, located in Thuy Nguyen district, Hai Phong City.

Prices are determined by floor coefficients, ranging from VND 10.17 million/m² (4th floor) to VND 27.47 million/m² (1st floor).

Specifically, in plots NXH1 and NXH3, the average price is VND 16.1 million/m² (inclusive of VAT, excluding maintenance fees). Floor coefficients are as follows: 1st floor: 1.6; 2nd floor: 0.97; 3rd floor: 0.8; 4th floor: 0.63. After applying the coefficients, the post-tax price for the 1st floor is approximately VND 25.85 million/m².

At CC2B apartment building (plot NXH5), the average price is around VND 17.2 million/m²; after applying floor coefficients, the 1st floor price is approximately VND 27.47 million/m².

Price List for Affordable Housing in Plots NXH1 and NXH3

Hoang Huy has completed the foundation work for 7 buildings (in plots NXH1 – NXH5), comprising a total of 441 housing units and 7 community activity centers.

This affordable housing complex is part of the 20% land fund allocated for the Hoang Huy Green River New Urban Area project, developed by Hoang Huy Financial Services Investment Corporation. The project includes 441 affordable housing units, developed alongside commercial spaces, townhouses, and villas within the 32.5-hectare urban area.

Previously, Hoang Huy has successfully developed several affordable housing projects in Hai Phong, including Hoang Huy New City (Phase 1) and New Pruksa Town.

Hai Phong is recognized as a leading locality in Vietnam for affordable housing development. In 2025, the city aims to complete 10,785 units, exceeding the assigned target by approximately 1%. By 2030, the goal is to develop at least 33,500 affordable housing units.

Alongside Hoang Huy, Vinhomes is also actively participating in this segment in Hai Phong. In July 2025, the company launched over 3,800 affordable housing units, with an average price of approximately VND 23.5 million/m² (inclusive of VAT, excluding maintenance fees), ranging from VND 20 million to VND 32 million/m² depending on location and floor level.

Mr. Do Huu Ha, Chairman of the Board of Directors of Hoang Huy Financial Services Investment Corporation, also holds the highest leadership positions at CRV and HHS. Born on November 6, 1955, in Thuy Nguyen, Hai Phong, this entrepreneur from the “port city” currently owns assets valued at nearly VND 6,000 billion, holding over 262 million TCH shares directly.
