Trịnh Văn Quyết and the FLC Case: Financial Penalties and Enforcement Updates

The Department of Civil Judgment Enforcement (CJE) under the Ministry of Justice has released a report addressing inquiries at the 10th Session of the 15th National Assembly regarding civil judgment enforcement.

Specifically, in the high-profile FLC case involving Trịnh Văn Quyết, the report states that Trịnh Văn Quyết and Trịnh Minh Huế are jointly liable to compensate a total of VND 1,785 billion. Additionally, Trịnh Văn Quyết, Trịnh Thị Minh Huế, and Trịnh Thị Thúy Nga are required to jointly remit to the state treasury over VND 684 billion in illicit profits from stock market manipulation.

Other defendants have paid VND 570 million in restitution. Trịnh Văn Quyết, Trịnh Thị Minh Huế, and Trịnh Thị Thúy Nga remain jointly liable to remit the remaining amount of over VND 683 billion to the state treasury. BOS Securities Corporation must also remit over VND 42 billion in unlawful gains from market manipulation. The judgment further mandates payment of court fees and disposition of exhibits.

Following the appellate judgment on July 4, 2025, the Hanoi CJE has taken enforcement actions: issuing 41 proactive enforcement decisions totaling over VND 745 billion. Of these, 27 decisions (over VND 723 billion) have been resolved, with 14 decisions (over VND 22 billion) under processing.

Collected amounts include: VND 200,000 in criminal court fees, VND 4 billion in fines, over VND 1.466 billion in joint civil court fees, and nearly VND 9.6 billion remitted to the state treasury. Trịnh Văn Quyết and his sisters, Trịnh Thị Minh Huế and Trịnh Thị Thúy Nga (former Deputy CEO of BOS Securities), have fully remitted the VND 684 billion in illicit profits.

Upon request, the Hanoi CJE issued confirmation certificates for the amounts remitted by Mr. Quyết and his sisters (proactive collections for the state budget).

For enforcement requests, as of August 13, 2025, 11,563 claimants submitted requests via mail. Of these: 5,528 requests processed with decisions issued; 3,871 requests with errors; and 2,164 under review.

119 enforcement decisions (covering 5,528 eligible claimants) have been issued, totaling VND 1,028 billion. VND 966 billion has been distributed, with ongoing processing for remaining requests.
