Over 9,200 Social Housing Units Approved for Sale in September

Local construction departments' statistics reveal that 26 projects, comprising over 12,600 units, are eligible for the sale of future housing across 14 provinces and cities in September 2025. Social housing dominates this landscape, accounting for more than 9,200 units.

Ho Chi Minh City: 1 Social Housing Project

On September 12, the Ho Chi Minh City Department of Construction announced the sale of social housing (NOXH) Phase 1 in the Sonadezi Huu Phuoc Residential Area. Applications will be accepted from October 15 to 22, 2025.

The NOXH project in Sonadezi Huu Phuoc Residential Area covers a total land area of 48,531m², comprising approximately 1,213 apartments, with Sonadezi Chau Duc JSC (HOSE: SZC) as the developer.

The project is divided into two phases. Phase 1 includes 3 blocks with 210 apartments, ranging from 25 to 68.5m²; Phase 2 will have 1,003 apartments.

The provisional selling price for Phase 1 ranges from 12.4 to 14.2 million VND/m² (inclusive of 5% VAT, excluding 2% maintenance fee), depending on the apartment’s location.

Da Nang: 1 Social Housing Project

On September 5, the Da Nang Department of Construction announced the sale of 305 social housing units in the B4-2 apartment complex within the Bau Tram Lakeside Green Urban Area (Phase 21). Applications will be accepted from October 7 to 23, 2025.

Located in Hai Van Ward, the project consists of 6 apartment towers, 21 floors above ground, and 1 basement level, offering 1,165 social housing units for sale, 296 for rent, and 348 commercial apartments for sale. Sai Gon – Da Nang Investment JSC is the developer.

Hue: 1 Project

On September 5, the Hue Department of Construction announced that 42 residential and commercial units (LK1, LK2) in the mixed-use residential and commercial complex at 38 Ho Dac Di, An Cuu Ward, are eligible for sale and future lease-to-own.

The project spans nearly 1.5 hectares, featuring 42 lots for combined residential and commercial use. Vinh Hoang Trading and Service LLC is the developer.

Hai Phong: 1 Social Housing Project

On September 12, the Hai Phong Department of Construction announced that 441 future social housing units in the Hoang Huy Green River New Urban Area, Thuy Nguyen Ward, are eligible for sale. Hoang Huy Financial Services and Investment JSC (HOSE: TCH) is the developer.

The Hoang Huy Green River project covers 32.5 hectares, including 780 townhouses and shophouses, 30 villas, and 441 social housing units.

Gia Lai: 3 Projects, Including 2 Social Housing

On September 11, IEC Construction and Mechanical Engineering JSC announced the sale (Phase 12) of 13 apartments and the lease of 9 units in the social housing project within the Binh Dinh Trade Union Facilities Zone. Applications will be accepted until October 7, 2025.

Located in CC09, Long Van Urban Area, Tran Quang Dieu Ward, Quy Nhon City, the project comprises 4 towers with 15 floors each, offering nearly 1,500 apartments and 82 townhouses. Total investment exceeds 1.1 trillion VND. The proposed social housing sale price is nearly 11.6 million VND/m² (excluding VAT and maintenance fee). Rental rates are approximately 89,000 VND/m²/month.

On September 24, IEC Construction and Mechanical Engineering JSC announced the acceptance of applications for 157 social housing units in the CT2 building of the Binh Dinh Trade Union Facilities Zone (Phase 2), with an expected sale price of over 12.8 million VND/m² (excluding VAT and maintenance fee).

Earlier, on September 7, 378 apartments in the CT2 building of the housing project within the Binh Dinh Trade Union Facilities Zone were also approved for sale and lease-to-own.

In September, 696 serviced land plots for relocation in the Hiep Vinh 1B Residential and Relocation Area, Becamex A Industrial-Urban Complex (Zone 7), Canh Vinh Commune, were approved for transfer to individuals for self-construction. Becamex Binh Dinh JSC is the developer.

The project spans over 90 hectares, with 36.5 hectares allocated for housing, including 1,058 adjacent residential plots (non-relocation), 926 adjacent residential plots (relocation), and social housing (high-rise apartments). Total investment is nearly 433 billion VND.

Ninh Binh: 1 Social Housing Project

On September 15, the Ninh Binh Investment Development Fund announced the Hoa Lu City Social Housing project in Hoa Lu Ward. The project includes 2 clusters of 15-story apartment buildings, totaling 1,250 units, divided into two phases.

Phase 1 (625 units) will be implemented from Q4/2025 to Q4/2027, and Phase 2 (625 units) from Q4/2026 to Q4/2028.

Dong Nai: 3 Projects, Including 2 Social Housing

On September 23, the Dong Nai Department of Construction announced that 275 social housing units in Block A NXH2 of the Dong Residential and Relocation Area, Ap Dong, Phuoc Tan Ward, Bien Hoa City (Phase 1), are eligible for sale. The project covers nearly 50 hectares, with 4 hectares dedicated to social housing across 4 plots (NXH1, NXH2, NXH3, NXH4), offering 1,128 units. Construction is expected to complete by July 2030, with An Hung Phat Infrastructure Development JSC as the developer.

On September 18, 204 low-rise houses in parts of Zones 6 and 7 of the Aqua City project, Long Hung Ward, were approved for sale as future properties. Aqua City LLC is the developer.

In September, the provincial Department of Construction approved the sale of 112 social housing units in the Bao Vinh Ward Social Housing project, Long Khanh City. The project spans nearly 16.7 hectares, featuring 462 social housing apartments (4 floors) and 592 social housing townhouses (1-2 floors). Thanh Thang Consulting, Design, and Construction LLC is the developer, with completion expected by the end of 2026.

Bao Vinh Ward Social Housing Project

Tay Ninh: 4 Projects, Including 1 Social Housing

On September 10, Prodezi Long An JSC announced the acceptance of applications for CC1 apartments (social housing) in the Luong Hoa – LA Home Residential Area, Luong Hoa Commune, from October 15 to November 15, 2025.

The project covers over 7,100m², with 400 apartments for sale. Construction began in October 2023, and all technical infrastructure is now complete. Provisional prices range from 14.1 to 17.8 million VND/m² (excluding VAT and maintenance fee).

In September, the provincial Department of Construction approved the sale of 475 houses in Component 9 (343 units) and Component 6-1 (132 units) of the Eco-Tourism and Commercial Urban Area, Ben Luc Commune (Phase 3).

The project spans 219.5 hectares, offering 7,427 houses, including 3,500 mixed-use apartments, developed by DB Investment and Development LLC and Ecopark JSC.

In Duc Lap Commune, 310 serviced land plots in the An Huy – Duc Hoa Residential Area, Long An, are approved for transfer to individuals for self-construction. The project covers nearly 60 hectares, with 2,200 land plots, 68 relocation plots, and 85 social housing units, developed by An Huy Real Estate JSC.

In Can Giuoc Commune, 1,014 future houses are approved for sale in the Commercial, Villa, and High-End Apartment Complex, developed by Thai Son – Long An JSC. The project spans 267.3 hectares, with 7,884 houses and 1,159 apartments. Phase 1 includes 1,668 houses approved for sale.

Quang Tri: 1 Social Housing Project

On September 8, Vincom Retail Operation LLC announced the social housing component of the Nam Dong Ha Commercial and Service Urban Area in Nam Dong Ha Ward.

The project covers nearly 13.7 hectares, with 1.2 hectares dedicated to social housing, comprising 142 units. Applications for purchase and rental will be accepted in November 2025.

Dak Lak: 1 Social Housing Project

On September 26, the Dak Lak Department of Construction announced the acceptance of applications (Phase 4) for 150 social housing units in Blocks XH2.1 and XH1-A of the Km7 Urban Residential Area, Tan An Ward, Buon Ma Thuot City.

The project includes 2 social housing towers with 7 floors each: XH1 (1.66 hectares) and XH2 (0.7 hectares). Additionally, there are low-rise social housing units, offering 709 units for sale and 88 for rent. Construction began in Q2/2024 and is expected to complete in Q4/2025. Dak Lak Urban Development Investment LLC is the developer. Social housing prices start at 16.8 million VND/m² (inclusive of VAT, excluding maintenance fee).

Vinh Long: 4 Social Housing Projects

On September 15, the Vinh Long Department of Construction announced 4 social housing projects, totaling over 1,600 units with a combined investment of nearly 2.2 trillion VND. Applications will be accepted from September 15 to October 14, 2025.

Specifically, the Hoa Phu Industrial Zone Relocation Area project in Phu Quoi Commune covers over 1.4 hectares, with 433 apartments and a total investment of over 548 billion VND.

The Long Chau Ward Administrative and Residential Area project spans 5,800m², offering 456 apartments with a 614 billion VND investment.

The Bac My Thuan Relocation and Residential Area (Phase 2) in Tan Ngai Ward covers over 1.1 hectares, with 444 apartments and a 576 billion VND investment.

Lastly, the Hoa Phu Industrial Zone project in Phu Quoi Commune spans nearly 6,200m², with approximately 323 apartments and a total investment of over 417 billion VND.

Dong Thap: 1 Social Housing Project

On September 5, the Dong Thap Department of Construction announced the Nguyen Trai Extension Social Housing project, covering over 7,200m² in Son Qui Ward. The project includes 276 social housing apartments, with a total investment of nearly 358 billion VND. Applications will be accepted until October 6, 2025.

Thai Nguyen: 3 Projects, Including 1 Social Housing

On September 17, the Thai Nguyen Department of Construction approved the transfer of 145 serviced land plots in the Urban Area No. 12, Phu Binh Commune. The project spans nearly 9.6 hectares, with 288 land plots, developed by Sun Times Group JSC.

On September 19, the department approved the sale and lease-to-own of 554 adjacent land plots (including 229 semi-finished plots) in the Nam Thai Urban Area (24.68 hectares), Van Xuan and Pho Yen Wards. FECON Pho Yen JSC is the developer.

In September, the Bach Quang Ward Social Housing project, comprising 203 apartments and 260 townhouses, was approved for sale. VITC High-Tech Construction Investment JSC is the developer, with an expected price of 14 million VND/m². Applications will be accepted from November 1 to December 31, 2025, with handover expected in Q4/2026.

On September 11, the department announced that the Dong Cao – Tan Phu Urban Area project in Dong Cao and Tan Phu Wards, Pho Yen City (now Trung Thanh Ward), is eligible for capital mobilization. The project has a total investment of over 946 billion VND, developed by Thanh Nguyen Infrastructure Construction JSC.

According to the August 21 document, the developer requested approval to mobilize capital for the 9.9-hectare area allocated by the Provincial People’s Committee in Decision 2173 dated June 24, 2025. Total project cost is over 191 billion VND, with the company planning to mobilize over 57 billion VND.

Thanh Hoa: 1 Social Housing Project

On September 25, the Thanh Hoa Department of Construction announced the social housing component of Project No. 1 in the Central Urban Area of Thanh Hoa City, located in Hac Thanh Ward (formerly Dong Huong and Dong Hai Wards), developed by Vingroup JSC (HOSE: VIC).

The social housing area covers nearly 9.2 hectares, across 6 plots labeled NOXH-01 to NOXH-06, within the 20% allocated land of the urban area. Applications for 280 units in NOXH-02 and 576 units in NOXH-04 were previously accepted in March and April, respectively.

The remaining 1,968 units (1,577 for sale and 391 for rent) in NOXH-01, 03, 05, and 06 will accept applications from October 15 to December 31, 2025.

The average social housing price is approximately 20.7 million VND/m² (inclusive of VAT, excluding maintenance fee), with unit sizes ranging from 45 to 71m². Estimated costs range from 930 million VND for the smallest unit to nearly 1.5 billion VND for the largest. Average rental rates are over 79,400 VND/m²/month, or 3.6 to 5.6 million VND per month.
