Prime Minister Orders Comprehensive Land Audit in Agriculture and Forestry Companies

Deputy Prime Minister Hồ Đức Phớc has signed and issued Directive No. 191/CĐ-TTg dated October 8, 2025, from the Prime Minister regarding solutions to boost production and business activities, as well as enhance the operational efficiency of state-owned enterprises (SOEs).

According to the directive, the Prime Minister requests ministers, heads of ministerial-level agencies, government-attached agencies, chairpersons of provincial and municipal People’s Committees, and chairpersons of the Board of Members/Board of Directors, as well as general directors of corporations, groups, and SOEs, to synchronously implement measures aimed at improving operational efficiency and ensuring strict management of state assets and land.

Specifically, corporations, groups, and SOEs must urgently review and comprehensively assess their production and business activities, submitting reports to the Ministry of Finance by October 25, 2025.

These reports should clearly reflect the business results for the first three quarters of 2025, estimated performance for the entire year, including key metrics such as revenue, after-tax profit, labor utilization, average worker income, progress in restructuring, and equitization efforts.

Additionally, enterprises are required to specify challenges, obstacles, and recommendations to achieve their assigned growth targets.

Based on these reports, the Ministry of Finance will coordinate with relevant ministries and agencies to compile a comprehensive report for submission to the Prime Minister by October 30, 2025. This report will propose specific directives to ensure the SOE sector fulfills its 2025 goals, contributing to the national growth target of over 8%.

The directive also emphasizes the need to strengthen the review and improve the efficiency of land use in agriculture, forestry, and fishery companies.

The Prime Minister has tasked provincial and municipal People’s Committees, along with corporations, groups, and SOEs, with managing land in accordance with Resolution No. 30-NQ/TW dated March 12, 2014, issued by the Politburo, and Conclusion No. 103-KL/TW dated December 2, 2024, regarding the continued rearrangement, innovation, development, and efficiency enhancement of agriculture, forestry, and fishery companies. They must urgently review the current status of land originating from agricultural and forestry farms.

The review must categorize land usage, distinguishing between land used for its intended purpose, land misused, abandoned land, leased land, contracted land, and cases of disputes or encroachment. The review results and recommendations must be submitted to the Ministry of Agriculture and Rural Development (MARD) by October 25, 2025.

Upon receiving these reports, MARD will collaborate with relevant ministries and agencies to prepare a consolidated report, providing recommendations to the Prime Minister by October 30, 2025.

This will serve as a basis for the government to further direct the rearrangement, innovation, development, and efficiency enhancement of agriculture, forestry, and fishery companies, with a particular focus on land-related issues.
