To achieve a macroeconomic growth target of over 8% in 2025, while ensuring stringent management of state-owned land and assets, the Prime Minister has instructed ministers, heads of agencies, chairpersons of provincial People’s Committees, and chairpersons/CEOs of state-owned corporations and enterprises to focus on implementing synchronized and decisive measures. These measures aim to enhance the operational efficiency and business performance of state-owned enterprises.
The Prime Minister has directed state-owned corporations and enterprises to report to the Ministry of Finance on their business performance for the first three quarters of 2025, along with projections for the entire year. These reports should focus on key metrics such as revenue, post-tax profit, workforce utilization, average employee income, restructuring efforts, and equitization progress.
The reports should also highlight challenges, obstacles, and existing issues that require resolution. Additionally, recommendations and proposals should be included to ensure enterprises successfully meet their growth targets, as assigned by the representative of the state owner, thereby boosting production, business activities, and overall efficiency within state-owned enterprises.
The Prime Minister has set a deadline of October 25 for the completion of this task.
Based on the submitted reports, the Ministry of Finance, in collaboration with relevant ministries and agencies, is tasked with compiling a comprehensive report. This report will provide strategic recommendations to the Prime Minister, ensuring the state-owned enterprise sector fulfills its responsibilities and contributes to the national growth target of over 8% in 2025. The final report must be submitted to the Prime Minister by October 30.
The Prime Minister has instructed provincial People’s Committees and state-owned corporations and enterprises managing land to urgently review the current status of land originally allocated to agricultural and forestry farms. This review should categorize land usage into appropriate and inappropriate use, unused land, leased land, disputed land, encroached land, and include recommendations.
