Unveiling the Manufacturer Behind the Broken Concrete Power Poles in Ha Tinh During Typhoon Bualoi: Was the Design Properly Tested?

Typhoon Bualoi, the 10th storm of the season, made landfall in Ha Tinh with winds of 11–12 on the Beaufort scale, gusting up to level 15. This caused severe damage to the local power grid. Multiple power lines were severely affected, and numerous concrete utility poles collapsed, leading to widespread power outages.

Ha Tinh Power Company promptly responded by inspecting the damage and collaborating with authorities to determine the cause. The affected poles were part of the “Upgrade of 35kV Power Line and 35/0.4kV Substation at Dong Loc T-Junction (Dong Loc Commune)” project.

The project began in 2013, underwent technical acceptance in April 2014, and commenced operations in July 2014. The centrifugally cast concrete poles were manufactured by Khanh Vinh LLC.

According to the design documents dated January 2, 2013, Khanh Vinh LLC employed shaped steel reinforced concrete technology to address construction and transportation challenges in mountainous and riverine areas.

The company asserts that this design enhances load-bearing capacity, stability, and lateral rigidity, ensuring safety even if the concrete is damaged.

Research and testing indicate that the strategic placement of shaped steel significantly increases the pole’s load capacity, successfully applied in earthquake-prone areas like Kobe, Japan.

Khanh Vinh LLC also announced plans to produce lighter concrete poles in early 2014, maintaining the same dimensions but reducing weight by 20–25% compared to previous models.

According to the National Business Registration Portal, Khanh Vinh LLC is headquartered in Vinh Hung Ward, Nghe An Province, established in January 2015. It specializes in producing concrete and cement-based products. The company is directed by Mr. Tran Trong Tuyet (born 1969), with Ms. Le Thi Kim Lien (born 1972) as the owner.

However, the company’s website states that Khanh Vinh was founded in 2002, initially as a 100% Chinese-invested enterprise. In 2015, Mr. Tran Trong Tuyet acquired the entire company, including the production facility, from Vinh Thinh Vien Lam Limited Company (China) for 6.8 billion VND. The company’s charter capital was then re-registered at over 10.3 billion VND.

Mr. Tran Trong Tuyet also serves as the director and legal representative of Phuong Nam Consulting and Construction JSC (Truong Vinh Ward, Nghe An). This company has a charter capital of over 6.1 billion VND and operates in architectural and technical consulting, including surveying, design, technical file review, and cost estimation for power lines and substations up to 35kV, as well as civil, industrial, transportation, and water supply projects.

Ha Tinh Power Company has provided documentation to the police for joint inspection and requested Khanh Vinh LLC to re-evaluate the technical specifications of their products.

File reviews confirm that in 2013, Khanh Vinh’s centrifugally cast concrete poles were produced according to the design standards for shaped steel reinforced concrete poles. These products were tested and certified by Quacert (under the Directorate for Standards, Metrology and Quality) as meeting the required standards.

Ha Tinh Power Company emphasizes its commitment to quality and safety, ensuring transparency and taking decisive action against substandard products to safeguard the power system and public interests.
