Recently, Nghi Lien Urban Area Investment LLC announced the Environmental Impact Assessment (EIA) report for the Nghi Lien Urban Area project in Vinh Hung Ward, Nghe An Province (formerly Nghi Lien Commune, Vinh City).

The total investment capital for the project is nearly VND 6.3 trillion, including approximately VND 5.4 trillion for construction costs, over VND 400 billion for compensation and resettlement support, and nearly VND 490 billion for loan interest during construction.

Spanning nearly 104 hectares, the urban area is located adjacent to Nghe An Oncology Hospital and just over 1 km from Vinh Airport.

The project’s product structure includes nearly 600 adjacent townhouses (totaling 18.7 hectares), villas (over 3 hectares), 79 resettlement houses (over 1 hectare), 2 social housing buildings (over 7 hectares, up to 5 stories), a 5-story commercial service building, and a mixed-use apartment complex (nearly 6 hectares, 7 stories). The estimated population is approximately 11,800 residents.

Currently, the land is primarily agricultural, comprising over 40 hectares of paddy fields and nearly 37 hectares of annual crops. Existing residential structures along Thang Long Road range from 1.5 to 2.5 stories.

Transportation access is provided via Kim Yen, Hong Lien, Bach Cam, and Hoang Hanh Roads (5–8 meters wide), along with three inter-commune routes: Nghi Lien–Nghi An, the road to the Tuberculosis Hospital, and the road to Nghi Trung. The V.I. Lenin Road serves as the main axis connecting Vinh City center to the airport.

The project’s operational period is limited to 50 years from the date of land allocation or lease approval. Implementation is scheduled over 10 years, from 2025 to 2035.

Movenpick Resort Cam Ranh, developed by a member of Eurowindow Holding.

In February 2024, the Nghe An Provincial People’s Committee approved the investment policy for the Nghi Lien Urban Area project in Nghi Lien Commune (now Vinh Hung Ward, Vinh City). By June, the local authority designated Nghi Lien Urban Area Investment LLC as the project developer.

Established in October 2024, Nghi Lien Urban Area Investment LLC is headquartered in Thanh Vinh Ward, Nghe An, with Ms. Vu Thi Quynh as Chairwoman of the Members’ Council and legal representative.

The company has a charter capital of VND 944 billion, held by two shareholders: Thang Long LLC (85%) and Eurowindow Nha Trang Tourism Investment JSC (15%).

Thang Long LLC, founded in 1994, has a charter capital of VND 2 trillion, 99% owned by T&M Vietnam Investment JSC. Eurowindow Holding holds 60% of T&M, while Mr. Nguyen Canh Son, Chairman of Eurowindow Holding, owns an additional 10% personally. Thang Long LLC is headquartered at Eurowindow River Park in Hanoi.

Eurowindow Nha Trang, established in 2008 with a charter capital of VND 1.35 trillion, is chaired by Ms. Trinh Thi Minh Hue. The company is known for developing luxury resorts such as Radisson Blu Resort Cam Ranh (over 11 hectares) and Movenpick Resort Cam Ranh (over 22 hectares).

Eurowindow Holding’s presence in Nghe An dates back to 2007, when its subsidiary Vicentra JSC launched the Vicentra building at Vinh Market intersection—the city’s first high-end commercial, office, and residential complex, with a total investment of over VND 360 billion.

In 2018, the group introduced Eurowindow Tower Nghe An, a 20-story residential building opposite Vicentra, solidifying its leadership in high-rise development in Vinh.

Most recently, in June 2025, Eurowindow Holding broke ground on the Eurowindow Sport Garden Urban Area (Dong Vinh and Cua Nam Wards, Vinh City), a nearly 38-hectare project with an investment of over VND 4 trillion, featuring more than 2,000 homes and apartments.
