Elevating the Income Ceiling for Couples Purchasing Social Housing to VND 40 Million/Month

The government has recently issued Decree 261, raising the income ceiling for eligibility to purchase or rent social housing to 20 million VND/month for individuals, 40 million VND/month for married couples, and 30 million VND/month for single parents with children. This new regulation is expected to expand access to social housing for millions of middle-income workers in major urban areas.

On October 11th, Prime Minister Pham Minh Chinh, Head of the Central Steering Committee for Housing Policy and Real Estate Market, chaired the second meeting of the Committee. The session focused on breakthrough solutions to develop social housing. Deputy Prime Minister Tran Hong Ha, Minister of Construction Tran Hong Minh, Governor of the State Bank Nguyen Thi Hong, leaders from 34 provinces and cities, and representatives from corporations and commercial banks were in attendance.

According to the meeting’s report, since the beginning of the year, the government has aggressively implemented measures to boost housing supply, particularly affordable and social housing. The Prime Minister has chaired four national conferences in this sector, issued three resolutions, three telegrams, and over 120 directives. These directives assigned 58 specific tasks to ministries, sectors, and localities to address challenges, unlock capital, and accelerate project progress.

As of Q3 2025, the country is investing in the construction of over 132,600 social housing units, with 73 new projects totaling nearly 58,000 units launched. Of these, 50,687 units have been completed, achieving 50.5% of the plan. By year-end, an additional 38,600 units are expected to be handed over, reaching 89% of the 2025 target of 100,000 units.

Significant progress has been made by several ministries, sectors, and localities. The Ministry of Public Security initiated six housing projects for the armed forces, totaling 4,220 units, while the Ministry of Defense plans eight new projects with over 6,500 units. Sixteen localities, including Hanoi, Ho Chi Minh City, Da Nang, Bac Ninh, Dong Nai, and Nghe An, are on track to meet or exceed their targets.

However, the Prime Minister noted persistent challenges in social housing development, particularly in legal frameworks, land allocation, and investment procedures. Housing prices in major cities remain beyond the reach of most residents. Speculation, price manipulation, and market opacity persist, making the 2025 target of 100,000 units a significant challenge.

In his concluding remarks, the Prime Minister stressed that social housing is a humane policy linked to social welfare and political stability. However, it must be feasible, market-aligned, and tailored to local conditions. He directed the Ministry of Construction to urgently refine institutional frameworks, review long-term planning, and decentralize authority to enable localities to allocate land, streamline procedures, reduce input costs, and enhance implementation flexibility.

The Prime Minister also called for diversifying investment sources, combining state funds, credit, bonds, and private capital. He urged businesses to cut costs and balance interests among the state, citizens, and enterprises to make social housing more affordable. The State Bank was tasked with accelerating the disbursement of a VND 145 trillion credit package for social housing and worker housing loans, improving access to capital for citizens.

He emphasized that social housing should not be synonymous with “affordable but remote” homes. Instead, it must include comprehensive infrastructure—transportation, utilities, healthcare, education, and culture. Each locality should develop housing models suited to its realities, ensuring supply-demand balance and serving the right beneficiaries.

The Prime Minister instructed the Ministry of Construction to promptly issue a circular detailing Decree 261/2025/ND-CP and finalize the decree on the National Housing Fund. This aims to mobilize long-term resources and flexibly support vulnerable groups, officials affected by organizational restructuring, and low-income workers.

He urged enhanced policy communication, encouraging localities and businesses to lead by example and scale effective models. The goal is to make social housing development a widespread movement, ensuring “every citizen has the opportunity to own a home suited to their income and needs.”
