The Thang Long Green City Social Housing Project, developed by the joint venture between Hanoi Investment and Housing Development Corporation (Handico) and Viglacera Corporation, is officially accepting applications from November 10 to December 19.
Applications can be submitted at the Cultural and Sports Center of Thien Loc Commune.
At the CT3 site, the developer will construct three high-rise residential buildings labeled CT3A, CT3B, and CT3C. Each tower stands 12 stories tall with an additional penthouse level, offering a total of 1,104 units, including: 589 social housing units for sale; 212 social housing units for rent; 128 social housing units for rent-to-own; and 175 commercial apartments.

The estimated price for social housing units (including VAT and maintenance fees) is 18.4 million VND per square meter. The estimated rental price for social housing units (including VAT and maintenance fees) is 91,700 VND per square meter per month; the estimated rent-to-own price is 312,860 VND per square meter per month, with a 5-year rental period.
The Hanoi Department of Construction notes that the above prices are preliminary estimates. Official prices for sale, rent, and rent-to-own will be approved by the developer in accordance with current regulations.
Earlier in October, the Hanoi Department of Construction announced the acceptance of applications for the Thuong Thanh Social Housing Project in Bo De Ward.
The Thuong Thanh Social Housing Project consists of three 22-story buildings labeled CT1, CT2, and CT3 (excluding basement and penthouse levels), totaling 1,951 units. Of these, 1,765 units are for sale, and 186 units are for rent-to-own. Unit sizes range from 32.31m² to 69.9m².
The project is executed by the joint venture between Him Lam Thu Do JSC and BIC Vietnam JSC.
The average selling price is 29.4 million VND per square meter (including VAT but excluding maintenance fees), making it the most expensive social housing project in Hanoi to date.
The average rent-to-own price is 346,701 VND per month per square meter (including VAT).
Application submission period: From October 1, 2025, to November 4, 2025 (excluding Sundays).
Expected contract signing dates: CT1 building from November 24, 2025; CT2 and CT3 buildings from January 26, 2026.
Deputy Minister of Construction Nguyen Van Sinh recently expressed concern over the record-high prices of social housing in Hanoi, which contradict the goal of supporting low-income earners. “High prices may result from weak developer capabilities, delayed timelines increasing costs, or policy exploitation to inflate prices. Strict control is needed to ensure accessibility for residents,” said Deputy Minister Nguyen Van Sinh.
