Quảng Ninh Launches New Affordable Housing Projects

Quảng Ninh is rapidly expanding its social housing supply with a series of new projects. These initiatives include groundbreaking developments, approved investors, and planned schemes, collectively adding tens of thousands of units to accommodate workers and laborers.

Quang Ninh has completed 1,758 social housing units.

The Prime Minister has tasked Quang Ninh Province with completing 17,588 social housing units during the 2025–2030 period, with a target of 2,201 units for 2025 alone. Following central directives, the Provincial People’s Committee has issued numerous decisions and documents to accelerate social housing development. The Department of Construction is drafting detailed regulations on beneficiary eligibility and support mechanisms for project implementation until 2030, ensuring policies are practically applied.

In addition to the 1,758 completed units, Quang Ninh has commenced two new social housing projects (approximately 1,540 units), positioning the province to achieve 2,288 units by Q4/2025. The province is also expediting the implementation of Resolution 201/2025/QH15 (dated May 29, 2025) on pilot mechanisms and policies for social housing development. To date, investors have been assigned to four projects totaling 4,016 social housing units and 307 commercial units. Three additional projects (approximately 9,548 social housing units and 924 commercial units) are pending investor assignment, while five more (around 4,565 social housing units and 1,403 commercial units) are under review.

To ensure a sustainable housing supply, the Provincial People’s Committee has directed the Department of Construction to complete a land fund report for all projects by October 2025, allocating 20% of land for social housing development. A public database will be established to help residents verify eligibility for social housing purchases. The province is also finalizing its 2025–2030 Social Housing Development Plan.

Social housing provides a stable living foundation for workers and enhances the province’s labor market appeal.

For operational projects, the province has mandated that the Doi Ngan Hang Social Housing Project (in Ha Long and Ha Lam wards) establish a management board and issue ownership certificates for 419 occupied units by October. All 706 units with owners must receive certificates by November 2025. The Provincial People’s Committee has warned that failure to meet these deadlines may halt future projects by the developer.

Regarding the Dong Mai Industrial Zone Worker and Expert Housing Project, the Department of Construction is collaborating with the Provincial Economic Zone Management Board, investors, and local authorities to allocate remaining units to workers in need of purchase or rent-to-own options. This ensures social housing directly serves the labor force in industrial zones and clusters.

Additionally, Quang Ninh has approved three social housing projects with a combined investment of over VND 5,000 billion and launched a new project in former Ha Long City. The province is now entering an “acceleration phase” for social housing, providing stable housing for workers and boosting its labor market attractiveness.
