The Customs Authority reported that the state budget revenue from import-export activities in the first 9 months reached 336.540 trillion VND, equivalent to 81.9% of the assigned estimate, 71.6% of the target, and a 9.9% increase compared to the same period in 2024.
The total import-export turnover in the first 9 months of 2025 reached 680.66 billion USD, a 17.3% increase, corresponding to a 100.51 billion USD rise compared to the same period last year. Exports totaled 348.74 billion USD (up 16%, or 48.09 billion USD), while imports reached 331.92 billion USD (up 18.8%, or 52.42 billion USD).
According to the Customs Authority, smuggling and trade fraud have become increasingly complex. Notably, there has been a rise in exploiting transit, transshipment, and in-transit types to transport and trade counterfeit goods and intellectual property violations through border gates such as Mong Cai (Quang Ninh) and Huu Nghi (Lang Son).
Common tactics include misdeclaring or omitting trademarks on customs declarations, mixing infringing goods with non-infringing ones, and using simplified transit procedures to avoid declaring trademarks.
Additionally, the global and domestic gold markets have seen unexpected fluctuations, creating a price gap that poses risks of gold and currency smuggling across borders. This is particularly prevalent along land and inland waterways in southern border provinces with Cambodia (Tinh Bien, Khanh Binh, and Bo Y border gates) and Laos (Lao Bao border gate). Smugglers often conceal gold and currency in vehicles, personal luggage, or on their persons. Air routes through Noi Bai International Airport (Hanoi) and Tan Son Nhat International Airport (Ho Chi Minh City) are also exploited, with smugglers hiding items in clothing or carry-on luggage disguised as personal belongings.
In the first 9 months of 2025 (from December 15, 2024, to September 14, 2025), customs authorities detected, seized, and handled 13,328 cases, with the estimated value of violating goods reaching 17.695 trillion VND. They prosecuted 15 cases and transferred 93 cases for prosecution, contributing approximately 664.12 billion VND to the state budget.
