Accelerating Affordable Housing Development: Businesses Gear Up for Social Housing Initiatives

Real estate businesses and associations unanimously agree that the government's new policies on social housing development are a timely and strategic move. These measures effectively address market challenges, stimulate increased supply, and pave the way for reducing currently elevated housing prices.

On the morning of October 11th, during the second meeting of the Central Steering Committee on Housing Policy and Real Estate Market, Prime Minister Pham Minh Chinh chaired a specialized discussion on the breakthrough development of social housing. Representatives from major industry enterprises affirmed their full preparedness in terms of capacity and resources to immediately implement projects.

Mr. Dau Minh Thanh, Chairman of the Board of Directors of the Housing and Urban Development Corporation (HUD), praised National Assembly Resolution 201/2025/QH15 and Government Decree 192/2025/NĐ-CP as highly appropriate and aligned with practical needs. According to Mr. Thanh, the Ministry of Construction has selected enterprises with “heart, vision, experience, and capability” to participate in the social housing development program, with HUD honored to be entrusted with this mission.

“We are ready with three ‘commitments’: the Government and Ministry of Construction assign tasks, local authorities provide locations, and enterprises deliver homes,” said Mr. Thanh. Currently, HUD is implementing 9 social housing projects with over 6,600 units, including 5 projects launched in 2025, providing approximately 1,300 units in Hanoi and Ho Chi Minh City. The company aims to develop 1 million social housing units by 2030, equivalent to over 9,000 units annually, by leveraging land resources from commercial projects.

Mr. Thanh urged Hanoi and Ho Chi Minh City to further streamline administrative procedures to enable investors to commence projects promptly. He also called on ministries and sectors to facilitate public access to information and purchasing procedures, ensuring projects are swiftly realized.

A representative from Corporation 319 (Ministry of Defense) also hailed Resolution 201 and Decree 192 as a policy turning point in current social housing development. The company is among the first in Hanoi selected to pilot projects under the new mechanism, placed in the “green lane” to expedite progress.

Despite some planning adjustments, Corporation 319 remains committed to meeting deadlines. The Calyx Residence social housing project (Dong Anh) is expected to be topped out in December 2025, but the company proactively completed all 4 buildings by September 28th. The representative also urged the Government to consider separate policies supporting the military’s access to social housing.

From the association perspective, Mr. Nguyen Van Khoi, Chairman of the Vietnam Real Estate Association (VNREA), emphasized that for social housing policies to truly take effect, local authorities must be granted greater autonomy in surveying and determining actual citizen needs by specific income groups. This would allow for flexible land planning instead of rigid ratios.

Mr. Khoi proposed that local governments be responsible for controlling and publicly disclosing social housing sale and rental prices to ensure transparency. He also suggested using budgets to support infrastructure development, collaborating with banks to offer preferential interest rates, and encouraging enterprises to adopt new construction technologies to reduce costs.

“Replacing brick walls with lightweight concrete can cut costs to around 300,000 VND/m², compared to nearly 1 million VND/m² for brick walls. If implemented comprehensively, social housing prices will significantly decrease,” Mr. Khoi stressed.

The meeting’s insights demonstrated that the business sector is ready to partner with the Government in the social housing development program, with a proactive, determined, and innovative spirit to achieve the goal of “affordable, safe, and suitable housing for all.”
