EVN Launches Two-Tier Electricity Pricing Trial This Month, Unveiling New Rate Structure

EVN, the leading power corporation, has announced plans to pilot a two-tier retail electricity pricing model, comprising capacity charges and energy charges, starting from October 2025. This innovative approach aims to provide a more structured and transparent pricing system for consumers.

According to EVN, the applicable customers are manufacturing entities directly supplied by EVN and its subsidiaries, with an average monthly electricity consumption of 200,000 kWh or more (calculated over the last 12 months).

The two-part electricity tariff comprises both the maximum demand charge and the energy charge. Consumers’ electricity bills will consist of two components: a fixed charge for the maximum demand capacity, reflecting the fixed costs of electricity supply, and a variable charge for the actual energy consumed, based on usage.

EVN pilots the two-part tariff from October 2025.

“This pricing structure encourages customers to optimize their electricity usage. By reducing maximum demand (Pmax) while maintaining the same consumption levels, customers can lower their bills. This also helps the power sector reduce peak system load, enhancing operational efficiency, cutting investment costs, and optimizing societal resources,” EVN stated.

For the selected manufacturing customers participating in the pilot program, the following experimental tariff structure will apply:

This paper-based trial uses real data to prepare for the implementation of the two-part tariff, gradually replacing the current single-part tariffs in the retail electricity pricing structure. The goal is to ensure compatibility with the power sector’s technical infrastructure, legal requirements, and consumer adaptability to the new pricing model.

Starting October 2025, Power Corporations and Electricity Companies will send paper-based trial billing statements to eligible customers, comparing charges under the current single-part tariff and the new two-part tariff.

EVN emphasizes that this is a paper-based trial only and will not affect actual electricity bills during the testing period.
