Ha Tinh Considers Halting Hoa Tien Paradise Project Following Villa Collapse Incident

In the wake of the collapse of numerous villas at the Hoa Tiên Xuân Thành project following Typhoon No. 10, the Ministry of Construction has urged Hà Tĩnh to promptly investigate the causes, assign accountability, and consider halting construction activities.

Following recent reports of multiple villas in the Hoa Tien Paradise-Xuan Thanh Golf & Resort project in Ha Tinh Province, developed by Hong Lam Xuan Thanh Joint Stock Company, collapsing after Typhoon No. 10, the State Agency for Construction Quality Inspection (Ministry of Construction) is urging the Ha Tinh Department of Construction to promptly advise the Ha Tinh People’s Committee. The recommendation is to consider halting or temporarily suspending construction or operation of the affected structures, either partially or entirely, based on the nature, severity, and scope of the damage.

Relevant agencies, units, and localities are to address the incident in accordance with Article 45 of Decree No. 06/2021/NĐ-CP dated January 26, 2021, issued by the Government. This decree outlines detailed regulations on construction quality management, construction execution, and maintenance of construction works.

Additionally, an investigation into the causes of the incident must be conducted as per Article 46 of Decree No. 06/2021/NĐ-CP. Accountability for involved organizations and individuals, if applicable, will be determined according to the regulations.

The Ministry of Construction also mandates that project owners, property owners, managers, users, and related parties take immediate steps to rectify the damage and decide on the continued use of the structures.
