How is Quang Tri Addressing the Issue of Over 14,600 Hectares of Encroached Forest Land?

According to a report by the Department of Agriculture and Environment of Quang Tri Province, the prolonged encroachment and occupation of forest land, spanning several years, are primarily attributed to lax management from previous periods. The unclear allocation of land and forest areas has led to difficulties in determining boundary violations and the extent of encroached areas.

Currently, Quang Tri Province has more than 14,600 hectares of forest and forestry land affected by encroachment. After over five years of implementing Directive 03, authorities have filed over 4,400 violation cases and resolved nearly 5,000 hectares of encroached land. Several severe cases have been transferred to investigative agencies, serving as a deterrent and corrective measure for violations.

However, challenges persist. Some cases have not been thoroughly addressed, administrative penalties remain lenient, and deterrence is insufficient. Boundary demarcation and measurement efforts are incomplete, and some localities have been slow to detect and handle violations. Notably, re-encroachment continues in border areas, particularly in protective forests.

According to Vice Chairman of the Provincial People’s Committee, Mr. Hoang Nam, forest protection and development are not solely the responsibility of the agricultural sector but a political task linked to socio-economic development and national defense. Localities must therefore intensify management efforts, decisively address lingering violations, and prevent new cases from arising.

Mr. Hoang Nam emphasized the need to integrate modern technology into forest management. Quang Tri plans to explore the use of artificial intelligence (AI) and digital data to monitor forest changes and promptly detect encroachment. Boundary demarcation for forestry land will be reviewed and completed province-wide to ensure transparency and uniformity.

Concurrently, the province identifies a long-term solution in linking forest protection with livelihood development for communities near forests. “When people benefit from forests, they become their best guardians,” Mr. Hoang Nam stressed.

The Provincial People’s Committee has tasked the Department of Agriculture and Environment with drafting a new Directive on forest management and protection by November 15, 2025. The Department of Finance is to allocate funds for violation handling and boundary demarcation. Forestry, Police, Military, and Border Guard forces are urged to enhance coordination in inspections and prevent violations, ensuring security in forest areas.

With strong political commitment and a comprehensive approach, Quang Tri is progressively tightening forest land management. The 14,600 hectares of encroached forest serve not only as a historical figure but as a lesson for the province to adopt a modern, sustainable, and balanced forest management model—one that harmonizes resource protection with human livelihood development.
