“Investment Opportunity Alert: October 4-10, 2025 – Two Mega Urban Projects Worth Over $9.2 Billion and Four Wind Power Plants with a Combined Capacity of 950MW”

During the week of October 4–10, 2025, six provinces and cities in Vietnam launched investment calls for eight major projects, totaling over 64.3 trillion VND in capital. Highlights include four wind power plant projects with a combined capacity of more than 950MW in Quang Tri and Ha Tinh, as well as two urban development projects valued at over 21.1 trillion VND in Da Nang and Khanh Hoa.

Da Nang: 1 Project

The Management Board of Economic Zones and Industrial Parks of Quang Nam Province (now Da Nang City) is set to invite investors for the Chu Lai Urban Area project, located in Nui Thanh Commune. Spanning nearly 188.6 hectares, the project aims to accommodate 27,500 residents.

The planned housing includes 6,926 units, comprising townhouses, villas, subdivided residential land (for development and resettlement), apartments, and social housing. The developer is responsible for allocating resettlement land within the project for compensation and site clearance. A minimum of 20% of the total residential land (excluding existing and resettlement land) will be dedicated to social housing.

The total investment is approximately VND 15,268 billion. The project is divided into four phases, with completion targeted by 2033. Phase 1A and 2A will run from Q4 2025 to Q4 2030, Phase 2B and 3A from Q4 2026 to Q4 2032, Phase 1B from Q4 2027 to Q4 2033, and Phase 3B from Q4 2028 to Q4 2033.

Khanh Hoa: 1 Project

The Department of Finance of Khanh Hoa Province has announced an upcoming invitation for the Dien Thanh New Urban Area project in Dien Lac and Suoi Hiep Communes. The total investment is VND 4,878 billion.

Covering approximately 139.4 hectares, the project includes over 24 hectares for commercial housing and nearly 6.4 hectares for social housing. Investors will develop housing for sale on land designated for townhouses, villas, mixed-use residential areas, and mixed-use apartments.

The project is expected to span 7 years from the investor selection decision, starting in Q3 2025 and ending in Q3 2032.

Hue: 1 Project

The Department of Finance of Hue City has introduced a 9-hole golf course project in Phong Phu Ward, covering approximately 45 hectares. The total investment is nearly VND 217 billion, with a minimum investor contribution of 15% (over VND 32.5 billion). The project must be completed within 36 months from land allocation, lease, or land-use conversion approval.

Earlier in October, Hue also invited investment for a 27-hole golf course project in Phong Phu Ward, spanning over 132.7 hectares with a total investment of more than VND 629 billion.

Quang Tri: 2 Projects

The Department of Industry and Trade of Quang Tri Province has announced two wind power plant projects with a combined capacity of 56MW and a total investment of over VND 2,281 billion. The projects are expected to be completed within 18 months of investor selection approval, in accordance with bidding laws.

The SCI Tan Thanh Wind Power Plant, with a capacity of 30MW, will be located in A Doi, Tan Lap, and Khe Sanh Communes, with a total investment of nearly VND 1,263 billion. The SCI Huong Viet Wind Power Plant, with a capacity of 26MW, will be in Huong Phung Commune, with an investment of nearly VND 1,019 billion.

Both projects require land use proportional to their capacity, with a permanent land use rate of 0.35 hectares/MW and a temporary land use rate of no more than 0.3 hectares/MW.

Ha Tinh: 2 Projects

The Department of Industry and Trade of Ha Tinh Province is preparing to invite investment for two wind power plants with a combined capacity of nearly 900MW and a total investment of nearly VND 39.7 trillion. The projects are scheduled for completion and operation by Q4 2028.

The Eco Wind Ky Anh Wind Power Plant, with a capacity of 498MW, will be located in Yen Hoa, Cam Trung, Thien Cam, Ky Xuan, and Dong Tien Communes, with a total investment of VND 22,647 billion. The area primarily consists of aquaculture land, with some pine trees and annual crops. Permanent land use is 6.04 hectares, permanent water use is over 1,035 hectares, temporary land use is 23.5 hectares, and temporary water use is 116 hectares.

The Ky Anh Wind Power Plant, with a capacity of 400MW, has a total investment of over VND 17,051 billion and will be in Ky Anh, Ky Khang, and Ky Xuan Communes. The area is mainly agricultural land, with permanent land use of approximately 5.5 hectares, permanent water use of 825 hectares, temporary land use of 19 hectares, and temporary water use of 94 hectares.

Dong Nai: 1 Project

The People’s Committee of Dong Nai Province is preparing to invite investment for a fuel pipeline system for aircraft from the source port to Long Thanh International Airport in Long Thanh Commune. The total investment is over VND 1,964 billion.

The project involves constructing two parallel steel pipelines, buried approximately 2 meters underground, with a 0.5-meter gap between them. Each pipeline will have a diameter of 16 inches and a length of about 23.2 kilometers.

Segments 1 to 4 will run along the internal road sidewalks of Go Dau Industrial Park. Segments 5, 6, and 7 will pass through agricultural land, residential areas, commercial land, public land, and religious sites. Segment 8 will follow the T1 road sidewalk connecting the airport, which is currently under construction. The airport segment has been cleared, with vacant land. The project is expected to be completed and operational by 2026.
