The Ministry of Construction has issued a document to the People’s Committee of Ho Chi Minh City regarding the implementation of road usage fees for the HCMC Ring Road 3, in accordance with National Assembly Resolution 57/2022/QH15 on investment policies for the project.

Technical completion of the entire Ring Road 3 is expected by December.
Under this resolution, the Ministry of Transport (now the Ministry of Construction) is tasked with leading the effort, in collaboration with the Ministry of Finance and relevant agencies, to develop a capital recovery plan for the project. This plan will allocate funds to the central and local budgets based on their respective investment contributions, excluding local budget allocations for parallel roads.
The Ministry of Construction has stated that road usage fees for expressways will be collected in accordance with Decree 130/2024/NĐ-CP, issued on October 10, 2024. This decree outlines fee rates, collection procedures, exemptions, management, and usage guidelines for expressways owned by the public and managed directly by the state. A key requirement for fee collection is the approval of an asset exploitation plan, as mandated by public asset management laws, as detailed in Government Decree 44/2024/NĐ-CP.
According to the Road Law, the section of Ring Road 3 within HCMC falls under the jurisdiction of the HCMC People’s Committee. The Ministry of Construction has reached an agreement with the Dong Nai Provincial People’s Committee and has requested HCMC to report to the Prime Minister on the proposal to assign the HCMC People’s Committee full management and operation authority over Ring Road 3, including the Component Project 1A (Tan Van – Nhon Trach Phase 1) segment.
In preparation for toll collection upon the road’s operational launch, the Ministry of Construction urges HCMC to promptly develop an asset exploitation plan in compliance with Decree 44/2024/NĐ-CP. This plan should include a study on expanding the road in line with the approved planning outlined in Decision 1454/QĐ-TTg dated September 1, 2021, and should organize toll collection according to Decree 130/2024/NĐ-CP and related legal provisions.
The Ministry of Construction has pledged close coordination with the HCMC People’s Committee in developing and finalizing the exploitation plan to ensure that toll collection for Ring Road 3 is implemented in accordance with regulations, on schedule, and with transparency.
