Also in attendance were Deputy Prime Minister Nguyen Hoa Binh, Deputy Prime Minister Ho Duc Phoc, representatives from various ministries, sectors, and relevant agencies, along with 270 distinguished delegates representing corporations, associations, and businesses.
In his concluding remarks, Prime Minister Pham Minh Chinh emphasized that the conference commemorates October 13, 1945, exactly 80 years ago, when President Ho Chi Minh—the great national hero and world cultural icon of Vietnam—sent a letter to entrepreneurs with a message and declaration of Unity, Love, and Support. It is a source of great pride that over the past 80 years, Vietnamese entrepreneurs and businesses have consistently embodied this spirit.
Once again, on behalf of General Secretary To Lam and other Party, State, and Government leaders, Prime Minister Chinh extended congratulations and expressed deep appreciation for the contributions of Vietnamese entrepreneurs and businesses over the past 80 years to the nation’s construction and defense.
Addressing the current rapid, complex, and unpredictable global and regional developments, the Prime Minister urged businesses and entrepreneurs to continue standing alongside the nation and its people to overcome challenges and achieve sustainable, rapid development.
The Prime Minister affirmed the Government’s commitment to partnering with businesses and entrepreneurs, guided by the principles of creation, integrity, action, and service to the people, including the business community.
The Prime Minister outlined five expectations for businesses and entrepreneurs:
First, businesses and entrepreneurs must remain steadfast in their loyalty to the Party, whose sole objective is to secure national independence and bring prosperity and happiness to the people, including entrepreneurs.
Second, businesses and entrepreneurs should champion the spirit of national unity, fostering solidarity within the business community, among the people, and internationally.
Third, businesses and entrepreneurs must unite the strengths of individual enterprises and the entire population into a cohesive national force, combining internal and external strengths to drive the country’s development.
Fourth, businesses and entrepreneurs should align with the nation’s commitment to independence and socialism, ensuring prosperity and happiness for all citizens.
Fifth, businesses and entrepreneurs, alongside the people, must create a unified national strength, as “the people make history,” with businesses playing a pivotal role.

First, lead in science, technology, innovation, and digital transformation; focus on strategic and core technologies to drive nationwide innovation and build a digital nation.
Second, exemplify lawful business practices, contributing effectively to the development of a socialist rule-of-law state.
Third, spearhead the implementation of Resolution 68 of the Politburo, recognizing the private sector as a key driver of the national economy, and contribute to a market economy with a socialist orientation under Party leadership, State management, and people’s ownership.
“With these three pioneering roles, we will collectively venture into the vast ocean, delve deep into the earth, and soar into space, ensuring our nation’s rapid, sustainable development and entry into an era of wealth, prosperity, civilization, and happiness,” the Prime Minister emphasized.
To fulfill these concise yet impactful commitments, the Prime Minister welcomed delegates’ proposals and pledged to study, adopt, and implement them through streamlined institutions, seamless infrastructure, and intelligent governance.
“Institutions must be made transparent; without seamless infrastructure, development is impossible; and governance must be intelligent—there is no alternative,” the Government leader stressed.
