On the afternoon of October 10, Deputy Prime Minister Tran Hong Ha chaired a meeting to review the draft Decree amending and supplementing certain provisions of Decree No. 100/2024 and Decree No. 192/2025. These decrees detail the implementation of the Housing Law regarding social housing development and management, as well as pilot mechanisms and policies for social housing under National Assembly Resolution No. 201/2025.

According to the Ministry of Construction’s report, a key highlight of the draft Decree is the amendment allowing developers to pay a fee instead of allocating 20% of project land for social housing construction. This change aims to address existing inefficiencies and ensure transparency, fairness, and proper targeting in social housing programs.

Additionally, the revised Decree No. 100/2024 clarifies income eligibility criteria for individuals purchasing or renting social housing.

Eligibility for Social Housing: Households with Monthly Income Below 40 Million VND

The proposed income thresholds are 20 million VND/month for individuals, 40 million VND/month for married couples, and 30 million VND/month for single parents with underage children.

Provincial People’s Committee Chairpersons may adjust these thresholds based on local income levels and living conditions.

Notably, individuals without formal employment contracts can still access social housing with confirmation from local police based on resident data. This proposal aligns more closely with the actual income and living situations of citizens.

The interest rate for social housing loans is set at 5.4% per annum. Any necessary adjustments to this rate must be reported to the Prime Minister for approval.

During the meeting, the Deputy Prime Minister instructed the Ministry of Construction to introduce incentives for multi-generational households and families with three or more children to access social housing.

The Deputy Prime Minister tasked the Ministry of Construction with expediting the finalization of the draft Decree, thoroughly reviewing its content, and preparing the submission dossier for the Prime Minister’s approval. This includes amendments to Decree No. 100/2024 and Decree No. 192/2025, which detail the implementation of the Housing Law and pilot mechanisms for social housing development.
