New Driving Test Fees Proposed by the Ministry of Finance

The Ministry of Finance has proposed new fees for driving tests, license issuance, and vehicle registration. These changes aim to align with the Law on Road Traffic Order and Safety, as well as regulations on fees and state budget laws.

Fee Structure

According to the Ministry of Finance, the proposed fees are based on the classification of vehicles as outlined in Article 57 of the Law on Road Traffic Order and Safety. Vehicle categories have been reclassified to match the new system: A1, A2, A3, A4 to A1, A, B1; and B1, B2, C, D, E, F to B, C1, C, D1, D2, D, BE, C1E, CE, D1E, D2E, DE.

The revised fee schedule, appended to the draft Circular, reflects these changes. Additionally, the Ministry of Public Security has suggested adding a clause for online license applications, though this is already covered by Circular No. 63/2023/TT-BTC, effective until 2025, to encourage digital service usage.

On September 3, 2025, the Prime Minister issued Decision No. 1891/QĐ-TTg, approving a plan to reduce and simplify administrative procedures for production and business activities under the Ministry of Public Security. This decision includes a 30% reduction in registration fees for specialized motorcycles when processed online.

In line with this, the Ministry of Finance has reduced fees by 30% for online registration of specialized motorcycles, as detailed in the fee schedule accompanying Circular No. 37/2023/TT-BTC.
