Billionaire Nguyen Thi Phuong Thao’s Conglomerate Officially Tasked with Developing Metro Line 4

After extensive collaboration with Ho Chi Minh City authorities, Sovico has been officially entrusted with the research and development of the Metro Line 4 project, connecting Dong Thanh to the Hiep Phuoc Urban Area.

On the afternoon of October 10th, the high-level session of the first Vietnam Private Economic Panorama Program (ViPEL 2025) took place, chaired by Committee IV.

Within the framework of the program, a ceremony was held to exchange documents between Sovico Group and the People’s Committee of Ho Chi Minh City regarding cooperation in researching and developing the Urban Railway Line – Metro No. 4.

Earlier, in early June, Sovico Group – a founding shareholder of Vietjet Air – submitted a proposal to the People’s Committee of Ho Chi Minh City to study the investment in Metro Line No. 4.

According to the proposal, Metro Line No. 4 is expected to pass through Dong Thanh (Hoc Mon) – Thanh Xuan – Ha Huy Giap – Nguyen Oanh – Nguyen Kiem – Tan Son Nhat Airport (Terminals T1, T2) – Truong Son – Nguyen Van Troi – Nhieu Loc Canal – Hai Ba Trung – Pasteur – Ben Thanh – Nguyen Thai Hoc – Ton Dan – Nguyen Huu Tho. After crossing Ring Road 3, the line will extend to Hiep Phuoc Urban Area.

The project has a total length of approximately 47.3 km, including over 25 km underground and nearly 22 km elevated, with 37 stations (21 underground and 16 elevated), along with 2 depots located in Dong Thanh and Hiep Phuoc. The total investment amount has not been disclosed.

Sovico stated that if approved for access and research, the group will establish a separate legal entity to implement the project and collaborate with international experts in finance, planning, architecture, and transportation to complete the feasibility study report for submission to the City People’s Committee and relevant departments.

The group also affirmed its readiness in terms of financial resources, personnel, and construction-operation partners to ensure the project can be implemented and put into operation as soon as possible.

Sovico Group is a multi-industry enterprise led by Chairwoman Nguyen Thi Phuong Thao. In the document submitted to the city, Sovico reported total assets exceeding 187 trillion VND, a workforce of 40,000 employees, and operations in finance-banking, aviation, real estate, technology, and digital transformation. The company is also a founding shareholder of Vietjet Air and a major shareholder of HDBank.
