On October 11th, Ms. Nguyễn Thị Thu Hằng, Deputy Director of Ho Chi Minh City Social Insurance (BHXH), announced that under the 2024 Health Insurance Law, participants can register for initial healthcare services at primary or basic healthcare facilities. Additionally, they can change their initial healthcare registration within the first 15 days of each quarter (January, April, July, and October annually).
To change their healthcare registration, individuals can submit their application directly to the local BHXH office or online via the Vietnam Social Insurance Public Service Portal. Employees should register through their employer.

According to Article 44 of the 2024 Health Insurance Law and Article 8 of Circular 01/2025/TT-BYT dated January 1, 2025, issued by the Ministry of Health, BHXH offices are responsible for issuing, replacing, and adjusting health insurance cards free of charge. This administrative procedure is provided at no cost as per the law. Any individual or organization requesting payment for changing the initial healthcare registration is in violation of regulations. “If you encounter such a situation, please report it promptly to your local BHXH office or call the Vietnam Social Insurance hotline (1900.9068) to protect your rights,” advised Ms. Hằng.
BHXH representatives also clarified that there are currently no regulations allowing service collection organizations to process changes to initial healthcare registrations for health insurance participants. These organizations are only authorized to collect payments for new registrations, renewals of household health insurance cards, or voluntary social insurance.
Ho Chi Minh City BHXH will continue to monitor and correct service collection organizations to ensure compliance. Any violations will result in the organization being required to refund the residents and terminate their contract with the service collection organization.
