Proposed Extension of Payment Deadline for Retirement Benefits Under Decree 178

The Ministry of Finance has proposed to the Prime Minister an extension of the payment deadline for retirement benefits under Decree 178 and Decree 67 until October 15th.

The Ministry of Finance has recently submitted a report to the Government leadership regarding the progress and proposed adjustments to the deadline for the payment of benefits and policies to retired officials, civil servants, and employees under Decree No. 178/2024/NĐ-CP and Decree No. 67/2025/NĐ-CP.

In Conclusion No. 195-KL/TW issued by the Politburo and the Secretariat, the deadline for the complete payment of benefits to early retirees and those who have resigned as per Decree 178 and Decree 67 is set for October 15, 2025.

In line with this, the Prime Minister has urged an accelerated payment process, aiming to complete it by October 10, 2025, to ensure compliance with the Central Committee’s directives.

However, based on the actual implementation, the Ministry of Finance anticipates challenges in meeting the October 10 deadline. Several key factors contribute to this delay.

Firstly, a significant number of beneficiaries remain unpaid. As of October 9, 14,496 individuals are yet to receive their payments.

Secondly, additional funding requirements have emerged. On October 8, the Prime Minister issued Decision No. 2226/QĐ-TTg and Decision No. 2225/QĐ-TTg, allocating supplementary funds for 2025 to various ministries, central agencies, and local authorities for policy implementation.

Thirdly, the approval process for supplementary budgets is complex. On October 9, the Ministry of Finance submitted a proposal to the Government for additional funding for the Voice of Vietnam. Given the time constraints, obtaining the Prime Minister’s approval for the 2025 supplementary budget by October 10 is impractical.

Fourthly, the disbursement process requires a minimum timeframe. After the Prime Minister allocates additional funds, several steps must be completed: budget allocation by ministries, central agencies, and local authorities; budget approval on the TABMIS system; and submission of payment documents to the State Treasury for disbursement to beneficiaries. These steps necessitate a minimum technical timeframe to ensure accuracy, security, and compliance with regulations.

Given these objective challenges related to time and budgetary procedures, the Ministry of Finance proposes that the Prime Minister extend the payment deadline to October 15 for beneficiaries who retired before August 31 but have not yet received their payments.
