Unlocking Connectivity: Lam Dong’s Strategic Focus on Highway Investment Projects

On October 11th, the 1st Congress of the Lam Dong Provincial Party Committee for the 2025-2030 term concluded, successfully completing all scheduled agenda items.

The Congress announced the decision to appoint the delegation to the 14th National Party Congress, comprising: 1 ex-officio delegate, Mr. Y Thanh Ha Nie Kdam, Secretary of the Provincial Party Committee and Head of the Lam Dong Provincial National Assembly Delegation for the 15th term; and 49 delegates appointed by the Politburo (45 official delegates and 4 alternates).

The Congress unanimously adopted the Resolution of the 1st Congress of the Lam Dong Provincial Party Committee for the 2025-2030 term, outlining key targets for the period.

Economically, the province aims for an average GDP growth rate of 10-10.5% during 2025-2030; per capita GDP to reach approximately USD 6,700-7,500 by 2030; labor productivity growth of 6.5-7.5% annually; and total social investment to account for 35-40% of GDP.

Socially, the Human Development Index (HDI) is targeted at around 0.75; average life expectancy to reach 75.5 years; the proportion of trained workers with degrees or certificates to reach 35-40%; the multidimensional poverty rate to decrease by at least 1-1.5% annually, with the goal of eliminating poverty by 2030; and to achieve 32 hospital beds and 11 doctors per 10,000 people.

Environmentally, Lam Dong aims for forest coverage to exceed 46.2% and for 98% of production and business establishments to meet environmental standards.

In terms of Party building, over 90% of party organizations and members are to be rated as performing well or better annually. The annual new party member recruitment rate for 2025-2030 is set at 3-4% of the total party membership.

Lam Dong Focuses on Investing in Multiple Expressways

During the 2025-2030 term, Lam Dong has identified several key projects, prioritizing state-funded initiatives such as those supporting the North-South High-Speed Railway and the National Coastal Road.

Lam Dong prioritizes investment in key projects, including multiple expressway developments.

These include the Tan Phu – Bao Loc, Bao Loc – Lien Khuong, Nha Trang – Lien Khuong, Gia Nghia – Phan Thiet, and Gia Nghia – Chon Thanh expressway segments; upgrades to National Highways 27, 28, and 55, and the Gia Nghia – Bao Lam dynamic road; the new Provincial Administrative and Political Center; major irrigation projects; and climate change adaptation dikes and embankments. Additionally, the Son My I and Son My II BOT Power Plants and the Son My LNG Terminal are key energy projects.

The province also seeks investment in bauxite mining and aluminum processing complexes, titanium processing, renewable energy projects (especially offshore wind power), the Southern Coastal Economic Zone, the High-Tech Park, logistics centers, seaports, the expansion of Lien Khuong International Airport, civil aviation components of Phan Thiet Airport, and infrastructure development in Son My 1, Son My 2, Phu Binh, and Nhan Co 2 Industrial Zones, as well as large-scale urban and tourism projects.
