The 1st National Congress of the Government Party Committee for the 2025-2030 term convenes amidst the nation’s fervent efforts to achieve the targets and tasks outlined in the 2025 plan and the 2021-2025 five-year strategy. With unwavering resolve, Vietnam is poised to embrace a new era of development, striving for prosperity, civilization, happiness, and the advancement towards socialism. In unison with the entire political system, the people, and the military, the Government Party Committee stands united, determined, and proactive, embodying the spirit of pioneering leadership and exemplary conduct. Their collective efforts are directed towards fulfilling the two 100-year strategic goals set forth by the Party, the State, and the people.
The Government Party Committee, comprising 51 party organizations and hundreds of thousands of members, stands as a formidable entity under the Central Committee’s direct purview. Established by Decision No. 243-QĐ/TW on January 24, 2025, by the Politburo, it addresses the imperative of organizational restructuring and ensures the Party’s comprehensive, absolute, and direct leadership over all governmental functions. This strategic move not only preserves the legacy of the former Government Party Committee but also lays the groundwork for modern national governance, particularly in strategic decision-making and pivotal development pillars amidst evolving circumstances.
Reflecting on the 2020-2025 term, amidst rapid and complex global and regional dynamics, unprecedented challenges, and the dual impact of external pressures and internal limitations, Vietnam faced more obstacles than opportunities. Under the Central Party’s leadership, particularly the Politburo and the Secretariat, led by the late General Secretary Nguyen Phu Trong and the current General Secretary To Lam, the Government Party Committee, alongside party committees of ministries, sectors, and two Party Committees of Blocks, built upon past achievements. They focused on guiding affiliated party organizations to align with the Party’s directives, implementing three strategic breakthroughs, six key tasks, and 12 primary solution groups outlined in the 13th National Party Congress. Comprehensive efforts were made across sectors, addressing both routine tasks and emerging issues with resilience, innovation, and decisive policies. Notably, in the final two years, strategic tasks and historic decisions were prioritized, including administrative restructuring, local governance model development, and Politburo resolutions for breakthrough development in key sectors.

Regarding party building, the Government Party Committee prioritizes this as the driving force for innovation and effective leadership. Efforts focus on training competent cadres, safeguarding the Party’s ideological foundation, and promoting Ho Chi Minh’s thought, morality, and style. Civic engagement and leadership of socio-political organizations are enhanced through grassroots-oriented approaches, particularly in government-citizen relations. Party inspection, supervision, and discipline are strengthened, with firm action against negativity, corruption, and interest groups.
In combating COVID-19, with a people-centric approach, the Government Party Committee led swift, adaptive responses, achieving effective control. The successful vaccination campaign, among the world’s largest, alongside economic support measures, showcased Vietnam’s resilience. The post-pandemic recovery program, with substantial infrastructure investment, underscored Vietnam’s global recognition in health protection and economic stability.
In economic development, despite challenges, the Government Party Committee maintained macroeconomic stability, achieving remarkable growth. Vietnam’s GDP surged from 346 billion USD in 2020 to 510 billion USD in 2025, entering the upper-middle-income group. Fiscal measures, including tax reductions and revenue enhancements, bolstered economic resilience, with controlled public debt and inflation.
Vietnam demonstrated resilience, rapid recovery, and achieved growth rates among the world’s highest.

Strategic breakthroughs were pursued through institutional reforms, infrastructure development, and human resource enhancement. Legal reforms aimed to foster a competitive business environment, with significant legislative achievements. Infrastructure projects, including highways, airports, and digital infrastructure, were accelerated, alongside advancements in education, healthcare, and social welfare.
In culture, society, and livelihoods, efforts focused on cultural preservation, social equity, and environmental sustainability. Notable achievements include successful cultural events, improved healthcare access, poverty reduction, and enhanced social welfare. Vietnam’s happiness index rose significantly, reflecting improved well-being.
Administrative reforms streamlined governance, reducing bureaucracy and enhancing efficiency. Anti-corruption measures, including asset declarations and project oversight, were strengthened, alongside public investment reforms and debt management.
Continued efforts and heightened determination are imperative to achieve the Party’s centennial goals by 2030 and lay the foundation for the nation’s centennial aspirations by 2045. |
In defense, security, and foreign affairs, Vietnam strengthened national defense, ensured social order, and enhanced international engagement. Defense modernization, diplomatic initiatives, and regional cooperation bolstered Vietnam’s global standing and contributed to peace and development.
Looking ahead to 2026-2030, amidst global complexities, Vietnam must navigate challenges to realize its centennial goals. The 14th National Party Congress marks a new era of development, requiring innovative solutions and resolute action.
