
Recently, the Chairman of the Dong Nai Provincial People’s Committee, Vo Tan Duc, chaired a meeting with departments, localities, and investors to review the progress of compensation and land clearance for three industrial zones: Long Duc 3, Bau Can – Tan Hiep (Phase 1), and Xuan Que – Song Nhan (Phase 1).
These large-scale projects, located near Long Thanh Airport, are expected to become new industrial development hubs for Dong Nai Province. According to the plan, on December 19th, Dong Nai Province will simultaneously launch the groundbreaking ceremony for the infrastructure development of all three industrial zones.
However, land preparation faces several challenges. The Provincial Land Development Center reported that Xuan Que – Song Nhan Industrial Zone has completed 100% of land measurement but cannot proceed with compensation pricing and plans due to the lack of specific land prices.
Similar issues persist at Bau Can – Tan Hiep Industrial Zone, delaying further land acquisition steps.
For Long Duc 3 Industrial Zone, the Long Thanh branch of the Provincial Land Development Center has transferred compensation funds to Dong Nai Rubber Company, but the company has not yet accepted the payment, causing delays in land handover.

The Chairman of the Dong Nai Provincial People’s Committee urged all units to accelerate land clearance progress, ensuring readiness for the simultaneous groundbreaking of the three industrial zones on December 19, 2025.
During the meeting, infrastructure investors reported their progress, highlighted challenges, and proposed solutions. For Bau Can – Tan Hiep Industrial Zone, Tan Hiep Industrial Park Joint Stock Company requested the Provincial People’s Committee to direct communes to expedite land measurement, confirm land origins, and promptly determine specific land prices for compensation.
The company also urged the Provincial Land Development Center, commune People’s Committees, and related units to swiftly approve compensation plans, support land recovery from Dong Nai Rubber Company, and accelerate land acquisition from local residents.
For Long Duc 3 Industrial Zone, Long Duc 3 Industrial Park Joint Stock Company requested the Provincial People’s Committee to promptly resolve support policies and investment costs for the remaining land used by Dong Nai Rubber Company. They also urged coordination with the rubber industry to expedite compensation acceptance, crop clearance, and land handover.
For Xuan Que – Song Nhan Industrial Zone (Phase 1), Xuan Que Industrial Park Joint Stock Company requested the Provincial People’s Committee to direct communes to accelerate land use rights determination, recover remaining plots, confirm land origins, and promptly issue specific land prices. The Provincial Land Development Center was also urged to collaborate with Xuan Que Commune and related units to establish, approve, and implement compensation plans and land recovery decisions for affected households.
Concluding the meeting, Chairman Vo Tan Duc directed departments, localities, and investors to accelerate land clearance, ensuring readiness for the simultaneous groundbreaking of the three industrial zones on December 19, 2025.
He emphasized that the simultaneous groundbreaking of the three industrial zones by year-end is crucial for attracting investment, industrial development, and creating new growth momentum for Dong Nai. Therefore, all parties must closely coordinate, resolve bottlenecks, and complete land handover on schedule.
Following provincial leadership’s directives, the Provincial Land Development Center will guide the Long Thanh branch in compensating Dong Nai Rubber Company for land investments. Vietnam Rubber Industry Group must complete crop clearance and land handover by December 19, 2025.
Infrastructure investors are responsible for reviewing progress and identifying priority construction areas, while the People’s Committees of Xuan Que, Phuoc Thai, and Long Phuoc communes must promptly approve land prices to compensate residents, ensuring no delays in the overall schedule.
The Long Thanh Airport project, spanning 5,000 hectares with an estimated investment of over $16 billion (approximately VND 420 trillion), will be Vietnam’s largest airport and a regional aviation hub in Southeast Asia upon completion.
Key project components are nearly complete, with units beginning equipment installation inside the terminal.
Contractor consortia are mobilizing 14,000 workers and 3,000 construction units in “3 shifts, 4 teams” to ensure Long Thanh Airport’s first technical flight on December 19.
