On the afternoon of October 12th, during the discussion session at the 1st National Congress of the Government Party Committee for the 2025-2030 term, Minister of Home Affairs Pham Thi Thanh Tra delivered a keynote speech titled “Empowering Civil Servants, Public Employees, and Workers in the Era of a Prosperous, Civilized, and Happy Nation.”
The Minister emphasized that, over the 80 years since the nation’s founding, the Party has consistently regarded its cadres as the foundation of all endeavors, the “key of keys” in Party building and national governance. She highlighted that every revolutionary victory, from national liberation and reunification to the renovation and integration process, stems from the Party’s sound policies on cadre work and the dedication of civil servants, public employees, and workers who implement these policies.
As Vietnam enters a new development phase—an era of a powerful, prosperous, and happy nation—the Minister stressed the Party’s leadership in cadre work becomes even more critical. “The Party is not only a political leader but also an architect of institutions, a driver of innovation, and a creator of a new public service value system aligned with modern national governance demands,” she stated.
In the context of digital transformation, globalization, green economy, and knowledge-based economy, the Minister urged civil servants and public employees to embrace innovative thinking, act flexibly, and creatively. They must evolve from mere policy executors to “policy architects and public servants” with strong political resolve, integrity, and innovative mindset.
Acknowledging existing limitations within the current cadre system, particularly in renewing perceptions and strengthening the Party’s leadership in cadre work, the Minister proposed five key tasks for developing the cadre workforce in the new era.
First, the Party must continue its comprehensive leadership in creating a conducive environment for cadre development. This encompasses three aspects: political-ideological leadership to ensure cadres’ loyalty and resolve; institutional leadership to establish a transparent, fair legal framework; and organizational leadership to link cadre work with public service effectiveness and public trust.
Second, it is essential to harmonize institutions and policies, eliminating overlaps in regulations related to organizational structure, civil servant laws, and public employee laws, to build an efficient, people-serving administration.
Third, focus on cultivating a civilized, modern public service culture where officials are dedicated, visionary, daring to think and act, and accountable for the common good. This culture, according to the Minister, should embody humanity, closeness to the people, grassroots orientation, and a service spirit.
Fourth, innovate cadre management, training, and development. Establishing competency frameworks and linking position criteria with job capabilities are foundational for creating a high-quality strategic cadre force.
Lastly, the Minister emphasized that in the context of deep integration and digital transformation, applying artificial intelligence, data analytics, and digital governance in cadre work is imperative. “Under the leadership of the Politburo, the Party Central Committee, and the Government Party Committee, civil servants, public employees, and workers will continue to grow, becoming the core force in modern national governance, contributing to a powerful, prosperous, and happy nation,” Minister Pham Thi Thanh Tra concluded.
