According to the report from the Lam Dong Civil Judgment Enforcement Agency (CJEA) dated October 9, 2025, the Department of Justice stated that there are 89 cases to be enforced, totaling over 243 billion VND.
Among the remaining cases, 2 are under the supervision of the Provincial Steering Committee, and 4 are monitored by the Central Steering Committee on Anti-Corruption and Negativity.
Specifically, in the case of Huynh Thi Huyen Nhu, the Lam Dong CJEA received a mandate from the Ho Chi Minh City CJEA to handle Nhu’s assets, including 4 land-use right certificates for properties located at 29 Ba Thang Tu Street, Da Lat, Lam Dong Province, as per the asset seizure order issued by the Investigation Police Agency of the Ministry of Public Security.
On October 6, 2022, the Lam Dong CJEA signed a contract with Dong A Valuation Joint Stock Company to appraise the total 3,715.87 square meters of Nhu’s land, valuing it at over 249 billion VND, and put the assets up for auction.
After 10 unsuccessful auction attempts due to a lack of registered bidders, on May 30, 2024, the Lam Dong CJEA received a notification from the Lam Dong Province Asset Auction Service Center that a qualified bidder had registered and deposited the required amount into the center’s account.
In accordance with Article 49 of the 2016 Asset Auction Law, which governs auctions with a single registered bidder, the Lam Dong CJEA conducted the auction in compliance with legal regulations.
On May 31, 2024, the auction was successfully held, with a winning bid of over 160 billion VND.
On July 10, 2024, the Lam Dong CJEA, in collaboration with the Lam Dong Provincial People’s Procuracy, relevant agencies, and local authorities, handed over the assets to the winning bidder, adhering to legal procedures.
After deducting expenses such as auction fees, valuation costs, measurement verification, and taxes, on August 20, 2024, the Lam Dong CJEA authorized the transfer of the remaining amount, over 157 billion VND, to the Ho Chi Minh City CJEA for further resolution, thereby concluding the enforcement process.
In May 2018, Huynh Thi Huyen Nhu, former deputy head of risk management at Vietinbank’s Ho Chi Minh City branch, was sentenced to life imprisonment by the Ho Chi Minh City High-Level People’s Court for fraud and asset embezzlement. This case was considered the largest in Vietnam’s banking history at the time of prosecution.
To date, the enforcement agency has been unable to fully execute the judgment against Nhu due to the seized assets being significantly smaller than the nearly 1.1 trillion VND she was ordered to compensate.
