Prime Minister: Boldly Entrust Private Enterprises with National Infrastructure Development

Speaking at the group discussion session on the afternoon of October 12th, Prime Minister Pham Minh Chinh emphasized that it is time to boldly allow private enterprises to participate in major infrastructure projects. This approach effectively mobilizes societal resources, reduces the burden on the state budget, while ensuring the quality and timely completion of projects.

On the afternoon of October 12th, at the National Convention Center in Hanoi, the First National Congress of the Government Party Committee for the 2025-2030 term held a group discussion session.

Annual Savings of 39 Trillion VND Post-Government Restructuring

The Congress report revealed that after restructuring, the government reduced 8 ministries, ministry-level agencies, and government-affiliated agencies, leaving 14 ministries and 3 ministry-level agencies, a 32% reduction. Provincial administrative units decreased from 63 to 34; all district-level units were restructured; and commune-level units dropped from 10,035 to 3,321, a 67% reduction. The total state administrative workforce decreased by 145,000 civil servants, saving approximately 39 trillion VND annually in recurring expenses.

Vietnam’s GDP increased from $346 billion in 2020 to $510 billion in 2025, rising 5 ranks to 32nd globally and 4th in ASEAN. Per capita GDP grew from $3,552 to approximately $5,000, a 1.4-fold increase, propelling Vietnam into the upper-middle-income group.

Macroeconomic stability was maintained, with inflation hovering around 4% annually. Total budget revenue for 2021-2025 is estimated at 9.6 million billion VND, 1.36 times higher than 2016-2020 and exceeding targets. The government implemented tax, fee, and land rent reductions totaling 1.1 million billion VND, while increasing revenue and saving an additional 1.57 million billion VND in budget expenditures.

By late 2025, the total length of expressways reached 3,245 km (surpassing the 3,000 km target), and coastal roads completed 1,711 km (exceeding the 1,700 km plan). Phase 1 of Long Thanh International Airport was substantially completed, and the Lao Cai – Hanoi – Hai Phong railway commenced construction.

Average worker income rose from 5.5 million VND/month in 2020 to 8.4 million VND/month in 2025. The agricultural labor share decreased from 33.1% to 26%, while industrial, construction, and service sectors increased to 74%. Trained labor reached 70%, a 5.5% increase from 2020.

Health insurance coverage increased from 90.2% to 95%; the multidimensional poverty rate dropped from 4% in 2021 to 1.3% in 2025. Nationwide, 633,000 social housing units are under construction, with 100,000 targeted for completion in 2025.

Regarding underperforming projects, the government addressed 5 banks, 12 delayed or inefficient projects, and numerous long-stalled initiatives. Nearly 3,000 projects with a total capital of 5.9 million billion VND ($235 billion) and 347,000 hectares of land are being reviewed to resolve bottlenecks and unlock resources.

Prime Minister: “Continued Innovation is Essential for Progress”

Speaking at Group 1, Prime Minister Pham Minh Chinh noted that the draft documents for the 14th Congress were concise, practical, and action-oriented. He emphasized, “Without continued innovation, we cannot develop, reach the open seas, delve deep into the earth, or soar into space.”

The Prime Minister recalled the spirit of “Innovate or Perish” from the 6th Congress, viewing it as a reminder to surpass self-imposed limits for growth. He identified innovation, technology, and digital transformation as the fastest paths forward.

The Prime Minister urged delegates to provide coherent, feasible feedback to further strengthen innovation, particularly in resource mobilization and development assurance. He cited President Ho Chi Minh’s lessons on effectively harnessing public strength during the nation’s most challenging times.

He stressed the need to remove institutional barriers, turning bottlenecks into competitive advantages. While FDI remains a highlight, domestic resources are vast and require more flexible mechanisms. He proposed developing integrated financial markets, stock exchanges, international financial centers, and free trade zones to facilitate investment while safeguarding sovereignty and territorial integrity.

The Prime Minister also highlighted the private sector’s role in infrastructure, especially large-scale sports facilities and airports. Private enterprises can execute projects faster, more modernly, and cost-effectively, relieving the state budget of additional investment burdens.
