Proposed Upgrade of National Highway 51 Through BOT Model

The consortium of Construction Corporation No. 1 (CC1) and Bien Hoa – Vung Tau Expressway Development Joint Stock Company (BVEC) has recently submitted a proposal to the Prime Minister, the Ministry of Construction, and the People’s Committees of Ho Chi Minh City and Dong Nai Province. They seek approval for the development of a public-private partnership (PPP) project to upgrade National Highway 51 under a Build-Operate-Transfer (BOT) contract.

The proposed project spans from Km0+900 to Km73+600, traversing both Ho Chi Minh City and Dong Nai Province. This critical transportation route has severely deteriorated, with damaged road surfaces, potholes, subsidence, and a failing drainage system, posing significant safety risks.

The consortium emphasizes the urgency of this upgrade to enhance traffic capacity, reduce congestion and accidents, and foster local socio-economic development.

Additionally, the investors propose addressing outstanding issues from two previous BOT projects—the Dong Nai Bridge and the Bien Hoa Bypass—which have suspended toll collections since 2020 and 2023, respectively. This integrated approach aims to ensure financial viability and resolve lingering challenges.

Previously, BVEC’s BOT project on National Highway 51 operated from 2013 until toll collection ceased in 2023. Similarly, CC1’s Dong Nai Bridge and Bien Hoa Bypass project halted tolling in 2020.
