According to the Ministry of Industry and Trade, rooftop solar power (self-produced, self-consumed) offers the advantage of not requiring land use. It connects directly to the existing distribution grid (primarily low-voltage), eliminating the need for additional investment in 110 kV or higher grids and avoiding impacts on local land-use planning.
Additionally, this power source helps households save on electricity costs by reducing reliance on the grid or lowering expenses through tiered residential electricity pricing. Meanwhile, operational and maintenance costs are low, with solar power investment costs decreasing by an average of 10% annually in recent years, and it contributes to reducing carbon emissions.
However, a drawback of self-produced, self-consumed rooftop solar power is its dependence on roof area, weather conditions, and lower supply stability (especially without energy storage systems). Initial investment costs can be relatively high if an energy storage system is added.

Based on this, in the third draft (dated September 29) of the Prime Minister’s Decision on policies to support households installing self-produced, self-consumed rooftop solar power and energy storage systems, the Ministry of Industry and Trade proposes a minimum support of 1 million VND and a maximum of 1.5 million VND for households without energy storage systems, provided they operate their installations according to regulations.
For households installing energy storage systems alongside rooftop solar power, an additional support of at least 1 million VND, not exceeding 1.5 million VND, is offered.
Furthermore, the maximum loan amount per household is 40 million VND (20 million VND for solar panels and 20 million VND for energy storage systems). The proposed interest rate is 8.4% per year, with an overdue interest rate of 130% of the lending rate. The maximum loan term is 36 months.
Regarding the loan support from banks with specific interest rates, the Ministry of Industry and Trade, in the draft Decision on policies to support households installing self-produced, self-consumed rooftop solar power and energy storage systems, stated that the drafting team has worked with the State Bank, Ministry of Finance, Vietnam Electricity (EVN), and the Vietnam Bank for Social Policies.
The Ministry of Industry and Trade has incorporated feedback and proposed a support method through the Vietnam Bank for Social Policies for households in need of loans. Specifically, the bank proposes an interest rate of 8.4% per year, with an overdue interest rate of 130% of the lending rate.
With a support amount of 2-3 million VND, the drafting agency is estimating based on the installation cost of rooftop solar power systems ranging from 12-15 million VND/kWp, including energy storage equipment. To achieve the target of 14 million households installing self-produced, self-consumed rooftop solar power as per the adjusted Power Plan VIII, the direct support amount could reach 42 trillion VND during the 2026-2030 period, averaging about 250 billion VND per province annually.
This figure does not include support for installing two-way electricity meters, which is negotiated between the household and the electricity purchaser, or investment loans from the Vietnam Bank for Social Policies.
The Ministry of Industry and Trade emphasizes in the draft that this support amount is the maximum, and actual support depends on local budget conditions and household installation needs.
Previously, in addition to households, the People’s Committee of Lao Cai Province suggested that the Ministry of Industry and Trade consider expanding support to small-scale business households and agricultural cooperatives needing rooftop solar power systems for production, to enhance rural economic efficiency.
However, this suggestion was not accepted. The Ministry of Industry and Trade cited Article 22, Clause 2 of the Electricity Law, which stipulates that support policies for households installing self-produced, self-consumed electricity depend on technical capabilities, economic conditions, and state budget availability. Thus, the draft’s scope is limited to supporting households installing self-produced, self-consumed rooftop solar power and home energy storage systems.
