Trần Lưu Quang Reappointed as Secretary of the Ho Chi Minh City Party Committee

The Politburo has appointed Mr. Tran Luu Quang, a member of the Party Central Committee and Secretary of the Ho Chi Minh City Party Committee for the 2020-2025 term, to continue serving as Secretary of the Ho Chi Minh City Party Committee for the 2025-2030 term.

On the morning of October 14th, during the 1st Congress of the Ho Chi Minh City Party Committee for the 2025-2030 term, a representative from the Central Organizing Committee announced the Politburo’s decision regarding the appointment of the Executive Committee, Standing Committee, Secretary, and Deputy Secretaries of the Ho Chi Minh City Party Committee for the 2025-2030 term.

Accordingly, Mr. Nguyen Quang Duong, Deputy Head of the Central Organizing Committee, announced the Politburo’s decision to appoint Mr. Tran Luu Quang, Member of the Party Central Committee and Secretary of the Ho Chi Minh City Party Committee for the 2020-2025 term, as the Secretary of the Ho Chi Minh City Party Committee for the 2025-2030 term.

Mr. Tran Luu Quang was born on August 30, 1967, in Trang Bang Ward, Trang Bang Town, Tay Ninh Province. He holds a Master’s degree in Public Management, a Bachelor’s degree in Political Theory, and is a Mechanical Engineer.

During the Congress, Mr. Nguyen Quang Duong also announced the Politburo’s decisions to transfer, assign, and appoint Mr. Le Quoc Phong, Member of the Party Central Committee and former Secretary of the Dong Thap Provincial Party Committee, to join the Executive Committee and Standing Committee of the Ho Chi Minh City Party Committee for the 2025-2030 term, and to serve as the Permanent Deputy Secretary of the Ho Chi Minh City Party Committee.

Mr. Le Quoc Phong, born in 1978 in Hanoi, holds a Ph.D. in Biochemistry, a Master’s degree in Biochemistry, and a Bachelor’s degree in Biological Sciences. He is also a senior political theorist. Mr. Phong is a Member of the 12th (alternate) and 13th Party Central Committees, a Deputy of the 14th and 15th National Assemblies, and a Member of the National Assembly’s Committee on Science, Technology, and Environment (term 2-2025).

The Politburo and the Secretariat also appointed five Deputy Secretaries of the Ho Chi Minh City Party Committee as follows:

Mr. Nguyen Van Duoc, Member of the Party Central Committee, Deputy Secretary of the Party Committee, and Chairman of the Ho Chi Minh City People’s Committee. Born in 1968 in Long An (now part of Tay Ninh Province), he holds a Master’s degree in Geology, a Bachelor’s degree in Geology, and is a senior political theorist.

Mr. Vo Van Minh, Deputy Secretary of the Party Committee and Chairman of the Ho Chi Minh City People’s Council. Born in 1972 in the former Binh Duong Province, he is an Electrical Engineer, holds a Bachelor’s degree in Political Science, and a Master’s degree in Economics.

Mr. Nguyen Phuoc Loc, Deputy Secretary of the Party Committee and Chairman of the Ho Chi Minh City Fatherland Front Committee. Born in 1970 in Kien Giang (now part of An Giang Province), he holds a Bachelor’s degree in Business Administration, a Bachelor’s degree in Political Science, and a Bachelor’s degree in Political Theory.

Mr. Dang Minh Thong, Deputy Secretary of the Ho Chi Minh City Party Committee. Born in 1977 in the former Binh Duong Province, he holds a Bachelor’s degree in Civil Engineering, a Master’s degree in Construction Engineering, and is a senior political theorist.

Ms. Van Thi Bach Tuyet, Deputy Secretary of the Party Committee and Head of the Ho Chi Minh City Party Committee’s Organization Board. Born in 1976 in Ho Chi Minh City, she holds a Master’s degree in Economics and Politics, a Bachelor’s degree in Biology, a Bachelor’s degree in Public Administration, and is a senior political theorist.
