On the afternoon of October 16th, during Ho Chi Minh City’s socio-economic press conference, Mr. Đỗ Diệp Gia Hợp, Deputy Head of the Department of Traffic Infrastructure Maintenance and Operation (Ho Chi Minh City Department of Construction), provided updates on the progress of several critical infrastructure projects across the city.
According to Mr. Hợp, key transportation gateway projects in Ho Chi Minh City are being accelerated, with completion targeted between 2025 and 2028. These initiatives aim to alleviate chronic congestion in multiple areas by enhancing connectivity and efficiency.

The Ring Road 2 closure project is scheduled to commence in November 2025 and complete by late 2027. Once finished, the road will form a complete loop, significantly improving connectivity between districts and neighboring regions.
The expansion of the highway connecting Ho Chi Minh City and Long Thanh (An Phú – Ring Road 2 section) is set to begin in late October 2025 and conclude in 2026, easing congestion on the existing highway.

The An Phú Interchange project is accelerating toward completion.
The An Phú Interchange is currently under construction, with the N2 overpass expected to open by December 31st, the HC1 underpass by January 15, 2026, and the entire project by September 2026.
Similarly, the Mỹ Thủy Interchange is on a fast track, with completion anticipated by June 2026, aimed at reducing traffic pressure around Cát Lái Port.
Mr. Hợp also highlighted that Ho Chi Minh City is implementing major infrastructure projects under the special mechanism of Resolution 98/2023/QH15. These include upgrading National Highway 13 (from Bình Triệu to Bình Dương border), National Highway 1 (from Kinh Dương Vương Road to Long An border), National Highway 22 (from An Sương to Ring Road 3), and the North-South Axis Road (from Nguyễn Văn Linh to Bến Lức – Long Thành Expressway).
These projects are expediting land clearance and compensation, with completion expected by 2028 at the latest.
Additionally, the expansion of Hanoi Highway and National Highway 1, from the old Trạm 2 junction to Tân Vạn Interchange, is slated for full completion by 2027.
While awaiting project completion, the Department of Traffic Infrastructure Maintenance and Operation has implemented temporary traffic adjustments to mitigate congestion on critical routes.
Specifically, around Cát Lái Port, lane adjustments on Võ Chí Công Road and Phú Mỹ Bridge have been made, separating lanes for container trucks and passenger vehicles to minimize conflicts.
On National Highway 51, road repairs, repainting of markings, and signal adjustments at intersections have been carried out in collaboration with traffic police to match actual traffic flow.

Upon completion, the Mỹ Thủy Interchange will address congestion at the eastern gateway of the city.
At the An Phú Interchange, traffic is being rerouted to accommodate construction, with two-wheelers directed to the parallel highway road and three lanes designated for cars on the Ho Chi Minh City – Long Thành – Dầu Giây Expressway.
On National Highway 1 (Đỗ Mười and Lê Đức Anh Roads), a 30 km/h speed limit for trucks and container vehicles has been enforced in mixed-use sections since September 13, 2025. On National Highway 22, left turns and U-turns are prohibited during peak hours, with median openings and traffic flow adjustments to ensure safety and order.
According to the Department of Construction, these measures will help alleviate traffic pressure at Ho Chi Minh City’s entry and exit points, facilitating smoother construction and timely completion of key projects.
