The Ho Chi Minh City Beltway 2 project comprises three main segments: Segment 1 (from Phu Huu Bridge to Vo Nguyen Giap Street, approximately 3.58 km long); Segment 2 (from Vo Nguyen Giap Street to Pham Van Dong Street, approximately 2.45 km long); and Segment 3 (from Pham Van Dong Street to the Go Dua Intersection – National Highway 1).
Mr. Do Diep Gia Hop, Deputy Head of the Department of Traffic Infrastructure Maintenance and Operation (Department of Construction), provided updates during the press conference on October 16th.

The first two segments are overseen by the Ho Chi Minh City Traffic Management Board.
According to Mr. Hop, for Segments 1 and 2, the Traffic Management Board is finalizing the approval of construction drawings and cost estimates to initiate bidding in October–November 2025, with an expected groundbreaking by late November 2025.
Simultaneously, two critical construction packages—the Binh Thai Intersection (XL02) and the Beltway 2 – Pham Van Dong Intersection—are being expedited for design approval and contractor selection. Both packages are slated to commence by late December 2025.
Accelerating Land Clearance Efforts
Mr. Hop noted that the commencement of Segments 1 and 2 hinges on land handover progress, led by the Thu Duc City Land Clearance and Compensation Board.
As per the October 7th, 2025 report, the Board aims to complete land recovery from Phu Huu Bridge to Road 79 (Segment 1) and from Binh Thai Intersection to Pham Van Dong Street (Segment 2) by early November 2025, ensuring a clear site for construction.
For households yet to surrender land, the Board will enforce compulsory land acquisition, collaborating with relevant agencies to persuade residents to comply by November 2025.
If non-compliance persists, authorities will proceed with administrative land recovery measures in December 2025.
Segment 3 Under BT Contract Model
Segment 3 (from Pham Van Dong Street to the Go Dua Intersection – National Highway 1) is executed under a Build-Transfer (BT) contract, managed by the investor. The Ho Chi Minh City People’s Committee has designated the Traffic Management Board as the state supervisory agency.
Currently, departments are implementing tasks outlined in Document No. 2747 dated October 10th, 2025, including feasibility study adjustments, contract negotiations, and compensation and resettlement efforts to hand over land to the investor. Groundbreaking for Segment 3 will follow the completion of all legal procedures.
