According to the Hanoi Department of Construction, the social housing project at lots CT1, CT3, and CT4 in Kim Hoa Urban Area, Tien Thang Commune (formerly Kim Hoa Commune, Me Linh District), is currently accepting registration documents for purchase and lease-to-own for the first phase until November 5.
In the initial sales phase, 480 out of the project’s 720 apartments are available. Of these, 408 units are priced at approximately VND 20.2 million per square meter (including VAT and maintenance fees), which is about VND 1 million per square meter lower than the developer’s estimated price in April.
The remaining 72 lease-to-own units are priced at VND 244,515 per square meter per month, inclusive of VAT but excluding maintenance fees. Prospective buyers are expected to submit their documents starting November 25.
Developed by Than Ha Trading and Construction Co., Ltd., the project commenced in May 2023 with a total investment of nearly VND 1.3 trillion and covers an area of over 3.4 hectares.
The project is planned across four lots (CT01-CT04), featuring nine 9-story towers and one basement level. Completion and handover of apartments are scheduled for late 2026.
Another project eligible for sales is the Thượng Thanh Social Housing and Infrastructure Development (commercially known as Rice City Long Châu) in Bo De Ward (formerly Thuong Thanh Ward, Long Bien District), which began accepting applications from October 1 to November 4.
Jointly developed by Him Lam Thu Do JSC and BIC Vietnam JSC, the project comprises 1,951 apartments, including 1,765 for sale and the remainder for lease-to-own. It consists of three 22-story towers (excluding basement and roof levels) and is designed to accommodate over 4,580 residents.
The average sales price is VND 29.4 million per square meter (including VAT, excluding maintenance fees). Maintenance fees are set at VND 560,072 per square meter, payable upon handover. The average lease-to-own price is VND 346,701 per square meter per month (including VAT).
Approximately four months ago, the developer’s estimated price was VND 26-27 million per square meter, indicating an increase of over VND 2.4 million per square meter.
At current prices, the smallest unit (32.3 sqm) costs around VND 950 million, while the largest (77.2 sqm) exceeds VND 2.26 billion. This project holds the record for the highest-priced social housing in Hanoi to date.

Previously, the record was held by the Ha Dinh Social Housing Project in Thanh Liet Ward (formerly Tan Trieu Commune, Thanh Tri District), with an estimated price of VND 25 million per square meter.
This project is jointly developed by the Urban Infrastructure Development Investment Corporation (Udic), Hanoi Water Supply Sewerage and Construction Joint Stock Company (Haweicco), and DAC Hanoi Housing Development JSC.
According to the Hanoi Department of Construction, the estimated price is approximately VND 25 million per square meter, equivalent to VND 1.75 billion for a 70 sqm apartment. Rental rates are VND 150,000 per square meter per month (approximately VND 10.5 million per month for a 70 sqm unit). Lease-to-own rates are VND 390,000 per square meter per month, or VND 27.3 million per month for a 70 sqm unit.
Applications are expected to be accepted in Q4/2025. The project features a 25-story building (5 podium levels and 20 residential levels), with a construction area of approximately 9,300 sqm, and is scheduled for completion in Q4/2027.
In November, the CT3 Social Housing Project in Kim Chung New Urban Area, Thien Loc Commune (formerly Kim Chung Commune, Dong Anh District), will also begin accepting applications.
Jointly developed by Handico and Viglacera Corporation, the project includes three 12-story towers (plus one roof level), covering a total floor area of 109,400 sqm and providing over 1,100 apartments for 3,900 residents. The breakdown includes 589 units for sale, 212 for rent, 128 for lease-to-own, and the remainder as commercial units.
The estimated sales price is VND 18.4 million per square meter (including VAT and maintenance fees). Rental rates are VND 91,700 per square meter per month, and lease-to-own rates are VND 312,860 per square meter per month for five years. Apartment sizes range from 49.8 to 64 sqm, with prices ranging from VND 920 million to VND 1.2 billion.
Applications will be accepted from November 10 to December 19.
Upcoming is the social housing project in Dong Anh Commune (formerly Uy No Commune, Dong Anh District), developed by the 319 Corporation under the Ministry of National Defense.
The project consists of four 9-story buildings, one basement level, and one roof level, offering a total of 419 units for sale and 47 for rent, with sizes ranging from 40 to 76.6 sqm.
The estimated sales price is VND 20.6 million per square meter (including VAT, excluding maintenance fees of approximately VND 392,000 per square meter). Lease-to-own rates are VND 288,527 per square meter per month.
The project is expected to be completed and handed over in Q4/2026. According to the Hanoi Department of Construction, applications may be accepted starting in Q3/2025.
Since late 2024, numerous social housing projects in Hanoi have been launched, but prices have been on the rise. While prices were primarily below VND 20 million per square meter three years ago, new records have emerged, reaching up to VND 29.4 million per square meter. In response, the Ministry of Construction has requested Hanoi to inspect social housing prices in the area.

Vingroup Launches 61,000 Social Housing Units Across 7 Provinces and Cities
On October 15, 2025, Vingroup (HOSE: VIC) announced the launch of social housing projects across seven provinces and cities nationwide. This initiative includes plans for nearly 50,000 units in Hưng Yên, Hải Phòng, Ho Chi Minh City, and Tây Ninh, with an additional 11,000 units already under construction and set to enter the market in Hải Phòng, Thanh Hóa, Quảng Trị, and Khánh Hòa.
Seven New Bridges to Span the Red River
In alignment with the revised Master Plan for the Capital, alongside existing bridges and those under construction as of 2025—including Trần Hưng Đạo, Tứ Liên, Ngọc Hồi, and Thượng Cát—seven additional road bridges will be added within the central area (Liên Trung Bridge, Tàm Xá Bridge, An Dương Bridge, Ngọc Thụy Bridge, Cự Khối Bridge, Bát Tràng Bridge, and Khuyến Lương Bridge).
