Deputy Prime Minister Nguyen Hoa Binh chaired a meeting with leaders from several ministries, sectors, and localities to discuss the drafting of decrees guiding the implementation of National Assembly Resolution No. 222/2025/QH15 on the International Financial Center in Vietnam. The meeting took place this afternoon (October 14) at the Government Office.
Reporting at the meeting, Deputy Minister of the Government Office Mai Thi Thu Van stated that, in implementing the National Assembly’s Resolution on the International Financial Center in Vietnam, the Prime Minister issued Decision No. 1646/QD-TTg on August 1, 2025, establishing the Steering Committee for the International Financial Center in Vietnam. The Steering Committee has issued an action plan, assigning ministries and sectors to draft eight decrees.
The eight decrees include: Decree on the establishment of the International Financial Center in Ho Chi Minh City and Da Nang; Decree guiding financial policies within the International Financial Center in Vietnam; Decree regulating bank licensing, foreign exchange management, anti-money laundering, counter-terrorist financing, and counter-proliferation financing within the International Financial Center in Vietnam; Decree guiding policies on import-export, goods and services distribution, trading platforms, and transaction platforms within the International Financial Center; Decree guiding labor, employment, and social security within the International Financial Center; Decree guiding land, construction, and environmental policies within the International Financial Center; Decree regulating the International Arbitration Center within the International Financial Center and the application of laws and dispute resolution within the International Financial Center; Decree guiding residency and immigration policies within the International Financial Center.

Currently, five draft decrees have been submitted for government review; one draft decree has received legal appraisal from the Ministry of Justice, and two draft decrees are under development and finalization.
Concluding the meeting after hearing statements from leaders of ministries, sectors, and localities, Deputy Prime Minister Nguyen Hoa Binh stressed the significant importance of these decrees in implementing the National Assembly’s Resolution on the International Financial Center in Vietnam. He likened the importance of these decrees to that of laws, emphasizing that poor quality or inadequate drafting would lead to consequences and fail to create superior, breakthrough mechanisms. Therefore, the drafting process must ensure the highest quality to meet the set objectives and requirements.
Deputy Prime Minister Nguyen Hoa Binh emphasized that each ministry and sector is responsible for incorporating feedback to refine the draft decrees under their purview. Once the drafting agencies have finalized the drafts, they must undergo rigorous appraisal in accordance with established procedures and regulations.
Highlighting that Ho Chi Minh City and Da Nang are the two localities directly implementing these decrees, Deputy Prime Minister Nguyen Hoa Binh urged both cities to thoroughly review the draft decrees and provide input. He stressed, “As the direct implementers and enforcers, you must study the drafts carefully, identifying what works, what doesn’t, what remains unclear, and what needs further liberalization, to contribute meaningful feedback.”
Deputy Prime Minister Nguyen Hoa Binh announced that after the ministries and sectors finalize the draft decrees, the Government will hold a dedicated meeting to provide feedback on these drafts.
