At the invitation of the Russian Federation Government, Deputy Prime Minister Bui Thanh Son led the Vietnamese Government delegation to Russia for a working visit and attended the 8th Russian Energy Week Forum held in Moscow from October 15 to 17, 2025.
This annual international forum, first organized in 2016 under the patronage of the Russian Government, aims to discuss key trends in the global fuel and energy sector. It identifies economic and technological solutions while fostering international cooperation to address challenges, risks, and promote sustainable energy development.
According to the organizers, this year’s forum attracted nearly 5,000 delegates from 80 countries and territories, featuring over 70 diverse events.

On October 15, Deputy Prime Minister Bui Thanh Son co-chaired and addressed the first plenary session of the forum, themed “Global Energy Market: Shifting Relations and Balancing Interests,” alongside Russian Deputy Prime Minister Aleksandr Novak, Belarusian Deputy Prime Minister Viktor Karankevich, OPEC Secretary General Haitham Al-Ghais, GECF Secretary General Mohamed Hamel, and representatives from several governments.
Delegates agreed that the energy sector faces significant challenges due to complex geopolitical tensions, leading to supply chain disruptions and market instability. However, with the global population projected to reach 10 billion by 2050 and economic expansion, energy demand will continue to rise. While new technologies and renewable energy sources are essential, the need for traditional energy sources like oil and gas remains strong.

In this context, delegates emphasized the need to diversify supply sources and markets, ensuring sustainable, stable, and competitively priced energy to protect national and global interests against protectionism, restrictions, and trade barriers.
Deputy Prime Minister Bui Thanh Son expressed gratitude to the Russian Federation Government for inviting Vietnam to this significant event, where leaders and businesses discuss critical global energy trends.

The Deputy Prime Minister highlighted that climate change and natural resource depletion require the global energy sector to enhance resource efficiency, promote research and technology application, reduce emissions in traditional energy extraction and use, and develop new, clean, high-efficiency energy sources.
He stressed that energy is pivotal for ensuring national security and sustainable socio-economic development. Energy is not merely a resource but a foundation for peace, development, equity, and a future-oriented, human-centric approach.

Deputy Prime Minister Bui Thanh Son outlined Vietnam’s overarching goal by 2030 and vision by 2045 to ensure national energy security, provide stable, high-quality energy, reduce emissions for socio-economic development, and protect the ecological environment.
He also addressed delegates’ concerns regarding Vietnam’s plans to expand infrastructure and technical capacity for LNG reception.
The development and expansion of LNG port infrastructure are synchronized with gas-fired power plant projects. Deputy Prime Minister Bui Thanh Son announced plans for 10 to 14 LNG port clusters across Vietnam, with investors actively working to commission these facilities between 2028 and 2030.
Vietnam welcomes investors to share expertise in developing and operating LNG port infrastructure with Russian and global companies, he affirmed.
