Foreign Enterprise Secures Prime 1.5-Hectare Plot in Tay Ho Tay After Just Four Months in Operation

A newly established Singapore-based company, founded in mid-June, has been allocated nearly 1.5 hectares of land in the Tay Ho Tay urban area to develop high-end residential properties.

On October 15, the Hanoi People’s Committee issued a decision allocating 14,846 square meters of land in plot H1HH1, located in the West Lake Urban Area’s central district in Xuan Dinh Ward, to JVH31 Vina Co., Ltd. The land is designated for a public service, commercial, office, and luxury residential development project.

The land is intended for the construction of public service facilities, commercial spaces, offices, and high-end residential units on plot H1HH1. The land allocation is subject to a land use fee. The land use period extends from the date of the land allocation decision until August 20, 2062. Homebuyers will enjoy stable, long-term ownership of the property tied to land use rights.

Within 12 consecutive months of receiving the land handover, JVH31 Vina Co., Ltd. must commence land use. Failure to meet this deadline or delays in project implementation may result in a 24-month extension, subject to additional land rental fees. If the land remains unused after the extension period, the state will reclaim it without compensation for the land, attached assets, or remaining investment costs.

The Department of Agriculture and Environment is responsible for demarcating boundaries, conducting the land handover, and guiding JVH31 Vina Co., Ltd. through land registration procedures. They will also issue the Certificate of Land Use Rights and Ownership of Property upon completion of financial obligations.

THT Development Co., Ltd. is the primary developer of the 186-hectare West Lake Urban Area (Starlake), initially approved in 2007 with a 1/500 detailed planning ratio. Construction began in 2012 with an investment of approximately USD 2.5 billion.

Earlier this year, the Hanoi People’s Committee reclaimed plot B1CC4, spanning over 15,000 square meters within the West Lake Urban Area, and leased it to VIESTA Co., Ltd. (THT transferred the plot to VIESTA in late 2023).

In July, the Hanoi People’s Committee allocated 69,361 square meters in Xuan Dinh Ward to THT for the West Lake Urban Area Central District Project (Phase 2, Batch 7). This includes 14,657 square meters in plot K2HH1 for a mixed-use development combining public services, commerce, and luxury residences, and 27,769 square meters in plot K2CT1 for high-rise residential buildings.

In early September, Hanoi allocated over 41,255 square meters in plots K4TT1 and K4CX1 within the West Lake Urban Area’s central district to the Hanoi Land Fund Development Center for management and proposed land use planning.

JVH31 Vina Co., Ltd. is a newly established project-based enterprise, founded on June 17, 2025, with its headquarters in Xuan Dinh Ward, Hanoi. Its primary business focus is the development of public service facilities, commercial spaces, offices, and luxury residential units on plot H1HH1.

The company’s registered capital is nearly VND 759 billion (approximately USD 29.8 million), wholly owned by JVH3 Singco Pte. Ltd. (Singapore). Mr. Lee Seokwoo, a Canadian national residing in South Korea, serves as CEO and legal representative.
