The People’s Committee of Ngoc Ha Ward (Hanoi City) has recently issued Announcement No. 14, publicly disclosing the Detailed Planning Project at a scale of 1:500 for both banks of the To Lich River.
The announcement is posted for 20 days at the headquarters of the People’s Committee of Ngoc Ha Ward – 25 Lieu Giai Street, Ngoc Ha Ward, Hanoi City, and on the ward’s official website.
During this public disclosure period, interested organizations and individuals can submit their feedback via the opinion collection form.

Detailed Planning Project at a scale of 1:500 for both banks of the To Lich River
The renovation, upgrading, and reconstruction project of the parks along both banks of the To Lich River in Hanoi is a major initiative. Its goal is to create an eco-friendly public space along the river, offering not only green landscapes and relaxation areas for Hanoi residents but also contributing to environmental improvement, stabilizing water flow, and reducing pollution in the To Lich River—a key project in the ward.
Previously, the Hanoi People’s Committee prepared documents to report to the Standing Committee of the City Party Committee and the City Party Committee’s Executive Board. They will then submit the project proposal for the renovation, upgrading, and reconstruction of the parks along both banks of the To Lich River to the City People’s Council for consideration.

Expected perspective of the light tower in the middle of the To Lich River
The project covers an area of approximately 738,000 square meters. The construction site stretches along the To Lich River, passing through various wards: Ngoc Ha, Nghia Do, Lang, Giang Vo, Cau Giay, Yen Hoa, Thanh Xuan, Dong Da, Khuong Dinh, Dinh Cong, Thanh Liet, and Hoang Liet.
According to the Hanoi People’s Committee, the project is expected to include road and yard facilities such as sidewalks, squares, tree basin retaining walls, riverside walkways, step systems, curbs, tree basins, parking lots, sports fields, playgrounds, and pedestrian paths…
Additionally, there will be architectural structures, including service buildings, landmark structures, and auxiliary works.
The Hanoi People’s Committee has announced a preliminary total investment of over 4,665 billion VND for the project.
