Establishment of the Planning Task Appraisal Council
The People’s Committee of Ho Chi Minh City has recently issued a decision to establish the Planning Task Appraisal Council for urban and rural planning across the city.

Vice Chairman of the Ho Chi Minh City People’s Committee, Mr. Bui Xuan Cuong (standing), serves as the Chairman of the Planning Task Appraisal Council for urban and rural planning.
Accordingly, the Council is chaired by Mr. Bui Xuan Cuong, Vice Chairman of the Ho Chi Minh City People’s Committee. The Permanent Vice Chairman is the Director of the Department of Planning and Architecture, while the Vice Chairmen are Deputy Directors of the Department responsible for relevant areas and sectors.
The Appraisal Council independently evaluates planning tasks and urban and rural plans as per the Urban and Rural Planning Law. It does not replace the appraisal functions of the Department of Planning and Architecture.
The Ho Chi Minh City People’s Committee stated that urban and architectural planning management has been rigorously and systematically implemented post-merger, playing a pivotal role in shaping the city’s spatial development.
Recently, the city has also reviewed and refined the technical infrastructure planning content within the adjusted master plan dossier for Ho Chi Minh City until 2040, with a vision to 2060.
Addressing Pending Issues
Additionally, the Ho Chi Minh City People’s Committee is focusing on resolving outstanding urban and rural planning issues, closely coordinating with district and ward authorities in planning, appraisal, and urban design approval processes.

Ho Chi Minh City has organized an international competition for the “Planning and Architectural Ideas for the Binh Quoi – Thanh Da Peninsula.”
The city has reviewed and locally adjusted 25 detailed construction plans at a 1/2,000 scale (functional area zoning plans); locally adjusted the 1/2,000 detailed plan for the Quang Trung Software Park; approved and announced 9 zoning plans at a 1/2,000 scale for Thu Duc City; and completed the idea competition for the National History and Culture Park.
In Binh Duong Province, 4 urban master plans and 4 district regional plans have been approved, along with the submission of 7 zoning and detailed plans for new development areas. Appraisals and opinions have been provided for local and investor-proposed adjustments at 32 locations, and 92/92 master and zoning plans have been reviewed.
The Urban Landscape Architecture Project has been initiated for Di An, Tan Uyen, and Thuan An cities, aiming to create modern, civilized urban spaces with unique local identities.
In Ba Ria-Vung Tau Province, the master plan for Phu My Town has been finalized, and the Vung Tau City master plan is under review. Additionally, planning for the new Phuoc Hai urban area and the 1/2,000 scale zoning plan for the coastal area is underway to attract investment.
To date, 103 planning projects have been approved across the region (excluding detailed plans), with approximately 432 detailed plans approved.

On the afternoon of October 16th, during a press conference addressing Ho Chi Minh City’s socio-economic situation, Mr. Tran Trong Nghia, Head of the Department of Economics, Infrastructure, and Urban Development for Saigon Ward, announced that the HCMC People’s Committee has issued specific directives regarding the handling of the land plots at 135 Nguyen Hue and 39 Le Loi (the former Thuong Xa Tax site).
