Ho Chi Minh City: Anticipating Flood-Prevention Projects for Five Major Roads

Ho Chi Minh City has successfully addressed flooding on one of its seven major tidal routes and is awaiting a project that will resolve inundation issues on the remaining five.

The Ho Chi Minh City Department of Construction has recently released updates on the progress of several key projects.

The Mương Chuối Tidal Barrier, the largest component of the mega flood control project, is designed to mitigate tidal flooding.

Among these, the flood control and wastewater treatment initiative has seen significant advancements. The Ho Chi Minh City People’s Committee approved the Flood Control and Wastewater Treatment Plan for the 2020-2045 period under Decision No. 299/2021 and issued the Implementation Plan for 2020-2030 via Decision No. 3272/2021.

To date, the city has successfully addressed rainwater flooding on 5 out of 18 targeted streets: Tân Quý, Trương Công Định, Ba Vân, Bàu Cát, and Nguyễn Hữu Cảnh.

Additionally, one of the seven major tidal flooding routes, Nguyễn Văn Hưởng Street, has been resolved.

The tidal flooding issue in the Bình Quới area will be tackled upon completion of the Thanh Đa Peninsula Erosion Control Project (Sections 2, 3, and 4).

Furthermore, the city is executing Phase 1 of the Tidal Flood Control Project for Ho Chi Minh City, incorporating climate change considerations. This phase is 93.33% complete and will address flooding on 5 out of 7 major routes once finished.

Launched in June 2016 with a budget of nearly VND 10,000 billion, the project aims to manage flooding across approximately 570 km², benefiting 6.5 million residents along the Saigon River and in the city center. Despite reaching over 93% completion years ago, the project remains unfinished and operational.

Recently, the Ho Chi Minh City People’s Committee initiated the implementation of Government Resolution 212/2025 to resolve bottlenecks hindering the project. Meetings with relevant departments, agencies, and project investors have been held. All tasks under the committee’s purview—such as project adjustments, contract negotiations, land fund proposals for BT payments, and settlement and audit submissions—are expected to conclude by October 2025.
