“Ho Chi Minh City Directs Review of Handling Plan for Prime ‘Thương xá Tax’ Land”

In relation to the land plot at 135 Nguyen Hue and 39 Le Loi, Saigon Ward (former District 1) – the former site of Thuong Xa Tax – the Chairman of the Ho Chi Minh City People’s Committee has directed the Department of Agriculture and Environment to take the lead, in collaboration with the Department of Construction and the Department of Finance, in reviewing, evaluating, and proposing solutions for handling the matter to ensure efficiency and compliance with legal regulations.

During the press briefing on Ho Chi Minh City’s socio-economic situation on the afternoon of October 16, Mr. Le Minh Dung, representing the Department of Agriculture and Environment, stated that in collaboration with relevant departments, the Department has submitted a report to the People’s Committee of Ho Chi Minh City regarding the handling of the land area. On September 29, 2025, the Chairman of the People’s Committee issued Document No. 2353, outlining directives and a two-pronged approach for resolution.

First, Saigon Trading Corporation – Single-Member LLC (Satra) is tasked with working alongside the Department of Finance and the Department of Construction to review the conditions for continued use of the land for project implementation, ensuring compliance with the Law on Management and Use of Public Assets in Enterprises and the Investment Law.

In the event that Satra fails to meet the stipulated conditions, the company must submit a written return of the land to Ho Chi Minh City, as per Article 82, Clause 2 of the 2024 Land Law.

Second, should Satra return the land, the Chairman of the People’s Committee directs the People’s Committee of Saigon Ward to lead and coordinate with relevant units in conducting on-site inspections, preparing land recovery files, and handing over the land to the Ho Chi Minh City Land Fund Development Center for management. This will facilitate the proposal of a land use plan as outlined in Article 113, Clause 1 of the 2024 Land Law.

Currently, Saigon Trading Corporation, along with relevant departments and agencies, is continuing to review and assess the situation to devise a handling plan in accordance with the directives. Once completed, the Department of Agriculture and Environment will report to the People’s Committee for a final decision,” Mr. Dung added.
