The People’s Committee of Ho Chi Minh City has issued a decision to establish an Appraisal Council for investment proposal dossiers. This council will evaluate and approve the investor for the proposed urban railway project connecting downtown Ho Chi Minh City to Can Gio, as proposed by Vinspeed High-Speed Railway Investment and Development Joint Stock Company.

The council consists of 18 members, chaired by Mr. Nguyen Cong Vinh, Director of the Department of Finance, with Mr. Quach Ngoc Tuan, Deputy Director of the Department of Finance, serving as Vice Chairman.

The council’s primary responsibility is to appraise the investment proposal dossier and approve the investor for the metro line project connecting downtown Ho Chi Minh City to Can Gio, as per the legal regulations. The council will then submit its findings to the People’s Committee for final decision-making.

The proposed urban railway, spanning approximately 48.5 km, will be an elevated line connecting downtown Ho Chi Minh City to the Can Gio district.

The metro line will commence at Nguyen Van Linh Street (between the intersections with Nguyen Thi Thap and Ly Phuc Man, in the former Tan Thuan Ward of District 7) and terminate near the coastal tourism urban area in Can Gio.

The project includes two main stations in Tan Thuan and Can Gio, along with a 39-hectare depot near the coastal urban area. A notable feature is a dedicated cable-stayed bridge across the Soai Rap River, separate from the upcoming Can Gio Bridge.

The double-track railway will have a standard gauge of 1,435 mm, with an expected operating speed of up to 350 km/h. The proposed investment is 2.93 billion USD (approximately 76 trillion VND).

The metro line will pass through six wards and communes: Tan Thuan, Tan My (former District 7), Nha Be Commune (former Nha Be District), and three communes in Can Gio District: Binh Khanh, An Thoi Dong, and Can Gio.

The project is scheduled to break ground in Q4 2025, with completion expected in early 2028. Once operational, the metro line will significantly reduce travel time between downtown Ho Chi Minh City and Can Gio District, boosting economic and tourism development in the southern part of the city.
