On October 14, the Investigative Police Agency of Can Tho City announced a manhunt for Diep Van Vinh (born on December 28, 1994; residing in Soc Moi Hamlet, Long Phu Commune, Can Tho City). He is accused of “Breach of Trust to Appropriate Property.”
Specifically, Mr. Bui Thanh Tung reported that Diep Van Vinh, a bank employee, allegedly misused trust to embezzle 10 billion VND through a bank term extension service scheme in Long Phu Commune.

After thorough investigation, Can Tho City Police have yet to determine Mr. Vinh’s current whereabouts. To address the criminal complaint, the Investigative Police Agency of Can Tho City has issued a manhunt for Diep Van Vinh.
Alongside the manhunt notice, the Investigative Police Agency has also issued a temporary travel ban for Mr. Vinh, effective from October 13 to November 23, 2025.
