Retain Land Registration Office Branches Amid High Workload Demands

Amid proposals to transfer the functions of the Land Registration Office branches to the commune level, several localities have advocated for retaining the current model to ensure consistent and efficient service delivery to citizens.

Recently, the Party Committee of the Land Management Department has submitted a proposal to the Standing Committee of the Party Committee of the Ministry of Natural Resources and Environment regarding the transfer of authority and functions of Land Registration Office branches to the commune level, aiming to streamline the apparatus.

According to the Land Management Department, there are currently 703 Land Registration Offices under the Department of Agriculture and Environment nationwide, employing a total of 16,683 officials, civil servants, and workers. Of these, approximately 12,600 work at the branch offices, while over 4,000 are based at provincial-level Land Registration Offices.

In Khanh Hoa alone, 15 branches operate efficiently, handling a substantial workload. The Nha Trang branch stands out, managing eight major tasks since the beginning of 2025.

Mr. Pham Xuan Thach, Director of the Nha Trang Land Registration Office branch, stated that the unit is processing a significant volume of administrative procedures, with over 29,000 files resolved in the first nine months of the year, a 41% increase compared to the same period last year.

The branch focuses on developing and updating the land registry database, having already updated information for approximately 70% of land plots in four wards. It also manages a dispute warning system, handles asset freezes, and ensures stable income for civil servants from fees and charges.

The branch is implementing the “90-Day Enrichment – Cleaning Land Database” campaign, having reviewed and updated over 1,000 cases and collaborating with ward People’s Committees to collect and update Land Use Right Certificates.

Procedures for providing land registry information are completed within two working days, while registration files for security measures are processed on the same day, efficiently serving citizens and various agencies and organizations.

Given the substantial workload, Mr. Thach recommends retaining the Land Registration Office branches to better and more stably serve the public.

Not only in Khanh Hoa, but Land Registration Office branches in many other provinces and cities are also handling large volumes of work. Some localities have requested to maintain the branch model to ensure stable service for citizens, avoid overloading, prevent data fragmentation, and maintain quality when transferring functions to the commune level.

Provinces have urged the central government to carefully consider arrangements that both streamline operations and meet practical needs.
