The billion-dollar super resort complex in Van Don Special Economic Zone is developed by Hai Dang Real Estate Investment LLC, selected through a competitive bidding process. The company boasts a chartered capital of VND 3,930 billion. It is a subsidiary of HDMon Group JSC, holding 99% of the shares, while Ms. Pham Thi Hiep and Mr. Nguyen Van Thang, Chairman of the Members’ Council, each own 0.5%.
The high-end tourism, entertainment, golf course, and residential complex, Monbay Van Don, spans 296.72 hectares in Ao Tien area, Van Don Special Economic Zone, Quang Ninh Province (formerly Ao Tien, Ha Long Commune, Van Don District, Quang Ninh Province).
The EIA Report released in mid-October reveals that 129.7 hectares require land clearance, compensation, and resettlement. An additional 167 hectares of land and sea area are exempt from clearance. Of the 129.7 hectares, 117.1 hectares have been cleared, leaving 12.6 hectares pending. The project also involves converting 5.6 hectares of forest land, including 2.72 hectares of protective forest and 2.88 hectares of production forest.
The project is structured as a direct investment or partial management transfer. The master plan includes a hotel system with approximately 1,200 rooms, apartments, and villas; an 18-hole golf course; 263 villas, 303 commercial townhouses; 1,716 high-rise mixed-use apartments for commerce, offices, and residential purposes; and 930 social housing units. The complex is designed to accommodate 3,000 daily visitors and a resident population of 9,800.
The total construction timeline is estimated at 6 years, divided into two phases. Phase 1, from Q4/2025 to Q2/2027, will complete 30% of the project with an investment of VND 7,000 billion. Phase 2 will span 3 years from Q2/2027 to Q4/2029. The total investment is nearly VND 24.8 trillion, allocated as follows: VND 2,710 billion for hotels, VND 9,552 billion for commercial and resettlement housing, VND 669 billion for the 18-hole golf course, VND 5,564 billion for public facilities, and VND 1,230 billion for entertainment and eco-tourism areas.
