On October 17, the Ninh Binh Provincial Police Department announced that on October 16, the Investigative Police Agency of the province issued a decision to prosecute the case, prosecute the defendant, and detain Tran Ngoc Doanh (born in 1987, residing in Dong Thinh commune, Ninh Binh province), a former commune official, on charges of “Abusing position and power to appropriate property” under Clause 4, Article 355 of the Penal Code.

Previously, through investigation, the Economic Police Department of Ninh Binh Provincial Police had sufficient evidence to determine that from late 2022 to early 2023, Tran Ngoc Doanh, in his role as a land administration, agriculture, construction, and environment officer in Phuc Thang commune (Nghia Hung district, former Nam Dinh province), abused his position and power while performing official duties.
Doanh fabricated a Land Use Rights Transfer Contract for plot number 189, map sheet number 06, with an area of 80 square meters in Rang Dong commune, Ninh Binh province.
Subsequently, Doanh processed the application for a Land Use Rights Certificate and then transferred it to another person to appropriate 2.65 billion VND.
The case is currently under further investigation and handling by the Investigative Police Agency of Ninh Binh Provincial Police.
