The Ministry of Public Security is seeking input from various ministries and sectors on a draft resolution aimed at eliminating notarization and marital status verification procedures in land and vehicle transactions where data has been digitized and cleaned.
For transactions involving the purchase, transfer, donation, mortgage, and inheritance of land use rights and attached assets, the Ministry proposes removing requirements such as submitting marital status certificates, notarizing or authenticating transaction contracts, and providing personal and asset document copies.

According to the draft resolution, the elimination of these paperwork requirements applies only to cases with fully digitized and verified data in national and specialized databases. The streamlined process for property transfers and donations consists of five steps:
Step 1: Transferors and transferees log into the National Public Service Portal to declare contract details and request registration of changes. This replaces the current paper-based submission process.
Step 2: Users verify their identity using VNeID level 2. The system automatically retrieves and cross-checks personal data (from the National Population Database), marital status (from the Electronic Civil Status Database), and legal land use rights (from the Land Database). If data is synchronized and verified across systems, citizens need not submit corresponding documents.
Step 3: The system provides an electronic contract template for digital signing or, if preferred, printing for physical signing at the receiving department. This electronic contract holds the same legal weight as a traditional notarized contract.
Step 4: The land registration authority accepts electronic submissions without requiring personal document copies or marital status certificates, except in special cases. If data is unsynchronized, unverified, or discrepancies are found, the authority may request additional documentation.
Step 5: Upon completing land record updates (such as name changes or certificate issuance), results are delivered online or in person.
All contracts and transaction records will be stored electronically in the competent authority’s management system. Processing logs and queries will be recorded for future inspections, dispute resolution, and audits.
If approved, the resolution will pilot in five representative localities across regions in December 2025, with nationwide implementation for eligible digitized cases starting January 1, 2026.
